Description
1. CONTRACT INFORMATION: This contract is procured in accordance with the Brooks Architect-Engineer (A/E) Act as implemented by FAR Subpart 36.6, refer to Numbered Note 24 on fedbizopps. The objective is to provide pre-design services for the Smithsonian Institution?s (SI) new National Museum of African American History and Culture (NMAAHC). The North American Industry Classification Code (NAICS) for this procurement is 541330 and the size standard under this code is $4,500,000.00 average annual receipts over the last three years. This announcement is open to all businesses regardless of size. The contract awarded will be firm-fixed-price. Minority owned firms are strongly encouraged to apply. 2. SUBCONTRACTING PLAN REQUIREMENTS: If the selected A/E firm is a large business, a subcontracting plan consistent with PL 95-507, PL 99-661 and PL 100-656 will be required with the final fee proposal. A minimum of 35% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 8% with Women-owned small businesses (WOSB); 3% shall be placed with Hub-zone Small Businesses (HubSB); 3% with Veteran-owned small businesses (VOSB); and 3% with Service Disabled Veteran-owned small businesses (SDV). The subcontracting plan is not required with this submittal. Any prime or joint-venture found to be officially notified of non-compliance on past contracts and the non-compliance is outstanding will not be considered for this project. Failure to adequately explain reasons for not meeting previous contract goals may result in a lower overall rating and ultimate non-selection. 3. PROJECT INFORMATION: The requirement will cover Master Facilities Programming needs for the recently established NMAAHC throughout the contract term. The building size is estimated to be 350,000-400,000 square feet. A. Objective: To provide pre-design services for NMAAHC in preparation for its design, construction and operation. Key information to be developed includes: visitor projections; geotechnical data; collections delineation and requirement; mechanical, electrical and fire protection/security/life safety system requirements; general facility requirements; and a detailed program of spaces. This information, along with information developed by others, shall inform the final design process and shall be used as the primary set of standards by which the facility's design, construction and operating performance will be evaluated. This scope of work does not include the development of schematic design, design development, or construction documents. The selected Architect/Engineer (A/E) will be allowed to compete for A/E services related to the future NMAAHC design and construction solicitation; B. Background: The National Museum of African American History and Culture Act - Public law 108-184, signed by President Bush on December 16, 2003, established NMAAHC, the newest museum within the Smithsonian Institution. The goal of NMAAHC is to promote the study and appreciation of African American life and its impact on our nation, its people and our world. In January of 2006, the Smithsonian Board of Regents selected a site for the new building from one of four alternatives. The site, located on the National Mall and the Washington Monument grounds, is bounded by Constitution Avenue and Madison Drive, between 14th and 15th Streets, NW. The National Mall and the Washington Monument are both listed on the National Register of Historic Places. The National Park Service transferred administrative control of this symbolic, historic and prominent Federal Government owned site to SI in June of 2007. Contractor selection and service procurement for an Environmental Impact Statement and Section 106 Historic Resource Protection review has been completed. The work is ongoing and scheduled to be completed in the early summer of 2008; C. Services: The A/E shall perform pre-design services including, but not limited to: existing conditions surveys; specified site and context analysis; building technology assessments; architectural program development; project approvals support; and all other pre-design and engineering services as described in the subsequent Request for Proposals issued by SI. Please note that the A/E will be expected to attend and participate in frequent, on-site meetings in Washington, D. C., often at a moment's notice, in connection with the services described herein. The A/E shall also make any site visits, attend required meetings, and utilize the services of other professional consultants, as required; to execute portions of the services outlined herein including: a. Project Schedule Development: Prepare a detailed task and resource schedule within two weeks of the Notice to Proceed (NTP); b. Visitation Estimates: Estimate the number of facility users for the selected site. The A/E shall propose a methodology and resources for collecting data to estimate the number of facility users and visitation patterns for the proposed facility; c. Geotechnical Site Analysis: Perform a subsurface investigation to determine the suitability of the site for the development of the proposed NMAAHC facility. The A/E shall avail himself of the EIS and site evaluation report information available through the SI Project Team; d. Existing Site Conditions Study: Prepare documentation on the condition of the site to include regional and vicinity mapping, a site survey including topographic information, vegetation and a comprehensive existing utilities plan. EIS and site evaluation report information will be available through the SI Project Team. Additionally, land use and zoning information shall be shown by category in both map and tabular form; e. General Museum Requirements: Develop a report outlining all background and general requirements information gathered and assembled through a series of meetings with the SI Project Team; f. Collections Storage Plan: Prepare a collections storage plan to house collections and equipment for the NMAAHC. The A/E shall work with appropriate SI staff to coordinate on-site and off-site storage needs accordingly; g. Facility Program: Prepare a Detailed Facility Program delineating all spatial and technical requirements for the NMAAHC. The requirements shall support the General Museum Requirements delineated above, and address spatial, technical, aesthetic, cultural and traditional, administrative and code-related design issues. The resulting program shall fit within established area constraints; h. Facility Requirements: Develop a report outlining the descriptions of overall NMAAHC facility requirements. The report shall include an analysis of HVAC, Electric, Life Safety, Security and A/V systems needs. Information shall be gathered through a series of meetings coordinated through the SI Project Team; i. Cost Estimate: Based on the program developed under this scope of work, A/E shall provide an estimate for initial project cost and annual operating expense as noted below. The estimate should describe all expense items and all assumptions shall be properly documented; j. Work Plan: Prepare a "schematic work plan" which details A/E's approach to accomplishing the services outlined herein; k. Completion: Demonstrate the capacity to complete the services no later than twelve (12) months from the date of the notice to proceed; l. Coordination: Collaborate with and/or coordinate the work of other SI consultants as directed in connection with this initiative for a world-class facility; m. Personnel: Provide a highly qualified team with demonstrated skills and experiences to perform the services referenced above; 4. SELECTION CRITERIA - The selection criteria below are listed in descending order of importance: A. Project Team Qualifications and Experience: A/E project team must: (i) have the educational and professional qualifications to provide services for projects of this scope; (ii) have registered and licensed personnel (either in-house or through consultants) in the disciplines and specialties listed in this section; and (iii) have demonstrated experience successfully providing services for projects of this scope, as either a prime or a subcontractor. A/E project team must also demonstrate specialized and technical competence in:(1) master planning;(2) architecture;(3)museum planning;(4)space programming;(5)mechanical;(6)electrical;(7)plumbing;(8)structural;(9)civil;(10)geotechnical;(11)fire protection;(12)security; and (13)cost estimating;(14)lighting design(architectural and exhibit lighting);(15)exhibit design;(16)visitation studies;(17) collections and archive management;(18)accessibility;(19) sustainable design;(20)traffic studies;(21)landscape design;(22)acoustics;(23)multi-media presentations;(24)audio-visual design; (25)information technology;(26)food service and retail design; and(27)large multi-media performance spaces; B. Specialized experience and technical competence in museums and cultural facilities: A/E Key Personnel and project team must have demonstrated experience and technical competence in:(1)the planning and programming of facilities of national significance, scope, and prominence equivalent to a museum on the National Mall;(2)National Landmark Properties and the Section 106 review process;(3)cultural and environmentally sensitive sites;(4)educational or cultural facilities; and (5)large civic spaces; (6)planning and execution of intensive focus groups of stakeholders; and (7)inclusion of the information from focus groups of stakeholders into the planning and programming effort; C. Capacity to accomplish the work within SI time constraints: The A/E project team must demonstrate sufficient depth (i.e. size; personnel; capability; flexibility; scheduling; management; and oversight) to assure performance of the services within SI deadlines and time constraints; D. Past performance: The A/E project team must demonstrate successful past performance on contracts overall and specifically in the areas of:(1)cost control;(2)quality of work; and (3)responsiveness and compliance with performance schedules. SI will also use other information that is readily available to determine A/E's past performance, including but not limited to: PPIRS, CCASS, and ACASS ratings whether they are for projects named or not; E. Computer-Aided Design and Drafting: A/E and its major subcontractors, if any, must comply with the following SI documentation standards: AutoCAD, Microsoft Office, 3-dimensional modeling in specialized software such as "ArchiCad"; and computer aided facilities management software such as "Facilities Center". In addition, A/E shall also demonstrate the ability to provide deliverables in compliance with the following: 1. Site and contour data showing discovery and assessment work shall be delivered as electronic data, (DWG, IFC) PDF files may be submitted but as a secondary data source deliverable. Sample shall be provided prior to final delivery; 2. Data tables shall be delivered in excel or appropriate tab delineated format. A minimum of narrative information should be within this format. Data shall be individual data elements as appropriate for information. Service provider shall submit a sample of data structure prior to final delivery; 3. Narrative data may be delivered in PDF format-but copy and paste options shall be available; and 4. Photography shall be submitted as JPEG or PNG files. Provide photographic naming convention. 5. SUBMISSION REQUIREMENTS: Firm's capable of performing the services must submit Parts I and II of the SF 330 for the prime and joint venture(s). Part II of the SF 330 must also be submitted for each consultant. In addition, please comply with the following: A. Please forward your submittal to the address listed below, no later than 4:00, Eastern Daylight Time, on August 13, 2007; B. On SF 330, Part I, Block 5, include DUNS number for the prime firm. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different CCR records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate banks. accounts. On the SF 330, Part I, Block F, provide the title and contract award dates for all projects listed in that section; D. Please submit four (4) hard copies of the SF 330 submission along with a CD in PDF format. The SF 330 shall have a page limit of 125 pages. A page is one side of a sheet. Font size shall no be less than 10 font; and margins shall not be less than one inch; F. Solicitation packages are not provided; G. THIS IS NOT A REQUEST FOR PROPOSAL; and H.
