- Description
- NASA/KSC has a requirement for the purchase of a Q600 SDT; simultaneous differential scanning calorimeter (DSC) / thermogravimetric analyzer (TGA) and other thermal analysis accessories. NASA/KSC intends to purchase this item from TA Instruments, Inc., 109 Lukens Dr New Castle, DE 19720. TA Instruments is the sole manufacturer of the Q600 which will replace an obsolete unit that is currently integrated in a suite of modular thermal analysis instruments and computer based data acquisition system in operation at KSC. Modules from another source would be incompatible with the current data acquisition system. Furthermore, data acquired from the Q600 will be directly comparable to data acquired from the previous unit. TA Instruments is the only know source that can provide this product with the required functionality. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 30, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
