- NASA intends to award a sole-source contract extension to the INDUS Corporation pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space Flight Center (NASA's GSFC) Information Technology and Communications Directorate (ITCD). This procurement is to extend Contract NAS5-02038 for a period of 9 months from August 31, 2007 through May 31, 2008 and increase the total CORE contract value. ITCD is currently finalizing their technical requirements in order to go forward with the most efficient and effective set of technical requirements for follow-on to the current BASE contract. This extension is necessary to allow sufficient time for the competitive follow-on procurement. This extension will allow for a continuation of current task orders issued, for modifications to existing task orders, and for new work until the competitive follow-on contract is awarded. The contract extension and total CORE contract value are necessary in order to ensure program continuity and mission critical support and to avoid significant technical impacts to the BASE program . The current Contractor provides the following mission critical services to NASA's GSFC ITCD: program management services; computer operations services; business infrastructure support services; application development, deployment, enhancement, and continuous support for business information systems; and sustaining engineering support. INDUS Corporation, as the current incumbent, has the combined training, experience and expertise to provide uninterrupted continuation of mission critical support. Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, INDUS is considered the only contractor that can meet NASA's GSFC needs given the short period of performance for the extension. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM. local time on July 28, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
