- NAICS Code: 541990 RFQ-OH-07-00149, for the Technical Support Services for Calculating Metrics that Characterize the Sustainability of the San Luis Basin, Colorado will be issued on Monday, July 16, 2007. If a contractor is interested in receiving the RFQ for this EPA requirement they must submit a request via email for RFQ-OH-07-00149 to Scott Fogle at fogle.scott@epa.gov. A firm fixed price purchase order is anticipated to result from the award of this RFQ. The performance period will be 13 months from the date of award of the firm fixed price purchase order. The EPA estimated 420 labor hours will be needed to complete this requirement. This requirement is a 100% small business set-aside. The NAICS code is 541990, size standard $6.5 million. The synopsis for this EPA requirement is as follows: Over 50% of the land base in EPA Region 8 is publicly owned; much of it by the federal government, and many of the environmental management responsibilities of EPA Region 8 involve public lands. Over the long-term, the maintenance of intact and sustainable regional ecosystems depends on the ability of all land-owning neighbors to manage and utilize their land in a sustainable manner. Under the guidance of two Executive Orders, the EPA has been tasked by Congress to provide direction and assistance to Federal agencies to help them comply. These orders are: Executive Order 13150: "Federal Workforce Transportation" Executive Order 13423: "Strengthening Federal Environmental, Energy, and Transportation Management" The implementation of these Executive Orders requires an understanding of the effects of built environments, human activities, and management decisions on the landscape. Successful implementation of these orders is essential to the work of the Regions, and this establishes a need for scientifically sound sustainability metrics that will assist scientists and engineers in making these decisions. The EPA has started collecting data from the SLB region. The purpose of the work covered by RFQ-OH-07-00149 is to obtain Contractor services to fully understand the SLB Region, by filling in the data gaps, validating and verifying the data and calculations of the metrics, and review research products. The performance period will be 13 months from the date of award of the firm fixed price purchase order. Quotations are due by July 31, 2007 at 4:00 PM (EDT) to Scott A.
