- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-07-T-0647. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-18 and DFARS Change Notice 20070531. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 334513 and the Small Business Standard is 500. The Government intends to acquire on a sole source bas is with Atmospheric Systems Corporation, Santa Clarita, CA the OEM. The mini-SODARS are portable and must have sufficient power provided by solar panels and batteries. The units will be used to monitor conditions during fires at the Fort Ord, CA installation. All products must have the required specifications and must be compatible with the existing hardware and software currently in use by the Naval Postgraduate School, Monterey, CA. The Fleet and Industrial Supply Center San Diego, Seal Beach Detachment has a requirement for the following: CLIN 0001-1 each, #105493 Complete MiniSoDAR system, DC power option includes: Digital Accustic Signal Processor (DASP), Audio Power Amplifier (APA), Fiberglass enclosure and enclosure cuff, Steered beam 32-element array antenna, Software set-SodarPro, DFSView, Moments, System and interconnecting cables, hardware and software manuals. CLIN 0002-1 each, #105478, Speaker monitor board (SMB), Monitors the status of each of the 32 speake rs during the pulse. Status is reported as part of the wind table hea der. CLIN 0003-1 each, #1099168, ASP and APA mounted in fiberglass environmental enclosure, AC battery charger, power management module and interconnection wires (with batteries). CLIN 0004-1 each, #109912 Trailer (open) mounted unit. Antenna enclosure, ASP and APA, AC battery charger and battery enclosures, equipment interconnections installed on an 8 feet X 10 feet trailer (requires purchase of #105478). CLIN 0005-1 each, Solar panels, solar panel combiner and solar power controller installed, wired and integrated. CLIN 0006-1 each, Setup and commissioning (operator and system training). FOB Destination. Estimated Delivery is 45 days. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Informatio n received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Quoters must be registered in the CCR database. Registration is free and can be completed on-line at http://www.ccr.gov/. In addition, quoters shall complete an electronic Online Representations and Certifications Application (ORCA).
