Description
Design/Build P-101V will provide a new Training Building for Naval Supply Corps School at Naval Station Newport, Newport, Rhode Island. The contract will be a firm fixed price contract awarded to the best value offeror in accordance with FAR PART 15 and 36 using the Best Value Source Selection procedures. The source selection process has been selected in order to ensure selection of the source evidencing the best overall capability to perform the work in a manner most advantageous to the Government, as determined by evaluation of proposals according to the established criteria. This solicitation will be listed as N40085-07-R-3214. Design/Build P-101V will provide a new Training Building for Naval Supply Corps School. Construction includes steel frame structure with reinforced CMU and exterior brick fa?ade, rock excavation, spread footing foundation, perimeter drains, steel doors and frames with laminated glass, laminated windows, gypsum wallboard over metal stud interior partitions and sloped roof. The programmed area for this new construction is authorized at 58,053 sf. This project also consists of the design, renovation, and addition to Building 1112 that will house the Marine Detachment, which includes both classroom space as well as administrative functions. The programmed area for this new renovation and minor addition (approx. 5,000 sf) is authorized at 26,958 sf. This project will also include construction of 100 parking spaces. The contract to budget award amount is $24,957,000.00. The contractor shall provide all labor, supervision, design, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Award will be made to the offeror offering the best value considering both technical and price, where technical and price are approximately equal. Requirements for the technical Source Selection criteria factors are as follows: (1) Corporate Experience (2) Past Performance (3) Safety-Construction Firm (4) Small Business Sub Contracting Effort Safety Performance (5) Technical Approach. The government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued on or about 27 July 2007. Tentative date for Technical Proposals will be on or about Monday, 10 September 2007, 2:00 PM (EST).
