- Solicitation/Synopsis DJMS-07-JPT-Q-0019 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. The United States Marshals Service (USMS), Joint Prisoner Alien Transportation System (JPATS) has a requirement for Passenger Aircraft Stairs (NEW ONLY) to accommodate MD-90, B-727, & B-737/100-800 series aircraft. The requirement is 100% set-aside for Small Business under NAICS code 33699, Size Standard 500 employees. To be considered responsive, offeror?s quotes must meet the following minimum requirements. (A) STANDARD DIMENSIONS: Overall length 298 inches, Platform height-lowered 84 inches, Platform height-raised 148 inches, Step width 48 inches, Riser height 7.75 inches, Step depth 12 inches. (B) VEHICLE: Engine 5.4L, gasoline, Alternator & Battery must be Heavy Duty, Power Assisted Steering & Brakes, Seat; Vinyl bench. (C) ELECTRICAL SYSTEM: 12V Chassis, One (1) Engine Hour Meter, Illuminated Steps & Platform. (D) SAFETY EQUIPMENT: Stabilizer position warning light, Observation window in cab for operator, Hydraulic operated stabilizers at front & rear of chassis, Swivel bumper, Non-slip rubber or sprayed on non-skid on stair treads & plat form, Duplicate controls from top platform. F.O.B. Destination: U.S. Marshals Service, 5919 S. Sossaman Road, Mesa, Arizona 85212. The award will be a firm-fixed price purchase order, using simplified acquisition procedures for commercial items. As part of & for evaluation purposes offerors must identify & separate their transportation costs from the cost of the stairs. The award will be based on the best value to the government, made to the offeror best demonstrating the ability to satisfy the performance requirements with the lowest priced responsive quote. Line Item (L/I) 0001: 1 EACH Boarding Stairs (as described above) $__________; L/I 0002: Transportation Costs (Mesa AZ 85212) $_________. TOTAL COST: $___________. Delivery: _____ Days After Receipt of Order. FAR 52.212-1, Instructions to Offerors -- Commercial Items, is applicable. FAR 52.212-2, Evaluation--Commercial Items, will be used to evaluate items as consistent with the above stated description of requirements. Contractor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications--Commercial Items (Nov 2006). FAR 52.212-4, Contract Terms and Conditions--Commercial Items, & FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes Or Executive Orders --Commercial Items applies to this acquisition.
