Description
This amendment is to change the North American Industry Classification System (NAICS) code from 484220 to 238990 All Other Specialty Trade Contractors. This code pertains to mostly blocking and strapping but in the case of this contract the contractor will be unblocking, un-strapping and unhooking as stated in the line item details. Hauling the trailer to a different location will be a minor part of the contract. Answers to Questions Asked 1. The solicitation does not specify what type of units to be deactivated. Are the units going to be travel trailers, mobile homes or both? It will be a mixture of both. 2. On previous FEMA contracts requiring deactivation of units, the clean and make ready of the interior of the unit was mandatory when the unit was delivered to the designated staging or storage area. Is this not required? No. These units are not being delivered to a staging area or storage facility. These units are part of the Sales Program for the applicants. 3. Will there be issues of non compliance when the units are dropped off at the staging or storage areas to finalize completion of the deactivation? No. See statement on question #2. 4. There is no mention of a joint venture or partnership of companies to provide a bid for this solicitation. Will a joint venture or partnership be allowed to bid? This will be the decision of the Small Business Administration. 5. Will multiple awards (3) be split into geographical zones? We anticipate three awards. Each with there own zone. 6. Who will be responsible for missing tires or damaged axles from the original installation? The contractor. See the SOW CLIN 0004 ? Unit Transportation. 7. Will this contract cover all MDC areas, are just the lower coastal counties? Deactivations can occur throughout the state of MS. 8. Will we be responsible for removing personal items left by the occupant.....indoor and outdoor? The contractor will be responsible for removal of outdoor items as it applies to the trailer. See SOW CLIN 0002 ? Site Clean Up. 9. Will some of these units have bladders? If so what size and who is responsible for removing and disposal? There is a possibility that a bladder exists and as the contractor you are responsible for removal and disposal. See SOW CLIN 0002 ? Site Clean Up 10. Can you tell me where the deactivated travel trailers will be taken? They will be taken to a FEMA specified location. Each situation will be different. At this time, the location is unknown. 11. We are an 8(a) in Region 4, which includes Mississippi and our firm is located in the disaster impacted region of Alabama. Would we qualify to submit a proposal? You wouldn?t qualify. As stated, this set aside is for Mississippi vendors only. The 8(a) certification must be issued through the Mississippi Small Business Administration in order to submit a proposal. 12. Can I submit a proposal without certification under the stipulation that our company will be certified prior to award / final technical acceptance? You must be 8(a) certified at the time you submit your proposal. 13. Will the Mississippi Fire Marshal?s license be required if units are mobile homes? Yes, it will be required. 14. Will units be deactivated to a staging yard in Mississippi or to another state? Delivery will be to a FEMA specified location. 15. Will there be any bonding requirements for this contract? No, there aren?t any bonding requirements. 16. Do you know if the designated delivery location for the trailers will be in the state of MS? The area for the trailers will be within the State of MS. 17. If this is a service contract, doesn?t SBA guidelines state the 8a set aside cannot be restricted to Mississippi 8a firms only? Per SBA, the set aside can be local or nationwide. The decision is made by the requiring agency, and this agency has specified that these contracts will be set aside for Mississippi contractors only.
