- Sources Sought Synopsis For Mail Operation Services This sources sought synopsis is for market research purposes only and does not constitute a ?Request for Quote or Request for Proposal? and it is not considered to be a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. The Government considered 100% small business entities for this procurement. After it has been determined that there are enough contractors interested in this requirement, a synopsis will be posted for proposals. The NAICS Code for this requirement is 561499. Description of Procurement The following information is provided as part of the market survey of industry to determine if any potential small business contractors have the skill, knowledge, abilities and capabilities required to complete this effort. The DHS/FEMA National Processing Service Center will be soliciting industry to operate a comprehensive, turn-key mail operation (including incoming applicant mail/fax and outgoing mail) to support FEMA?s need. FEMA anticipates to award one contract under 100% small business competition. Description of Services This contract supports FEMA?s Individuals and Households Program (IHP) by providing readiness and surge resources for disaster applicants? correspondence. This competition seeks to establish Service Provider (SP) mail operations with an adequate infrastructure and qualified, trained staff. This SP operation shall be ready at the time of disaster to begin accepting and processing incoming correspondence from disaster applicants and outgoing correspondence to applicants in the designated geographical area(s) covered by each Presidential Declaration for Individual Assistance (IA). The processing of incoming mail includes mail pickup/receipt, testing and sampling for all inbound mail, document preparation, translation of non-English correspondence into English, scanning, tracking, filing, preparation of documents for National Archives and Records Administration (NARA) temporary storage of archive prepped documents, and for the purpose of the document, fax QC/split. The processing of outgoing mail includes selecting and sending documents to be printed, inserting correspondence into envelopes, sealing envelopes, applying postage and sorting outgoing correspondence by Zip Code for optimal savings to the government. The contractor must be capable of handling large surge in the volume being caused by single or multiple simultaneous disasters/catastrophic events. Contractor shall be prepared to handle activity as follow: Function Baseline ____ Surge Incoming Mail 100,000 images monthly up to 1,755,000 images Incoming faxes 100,000 images monthly up to 1,729,000 images Outgoing mail 1,000,000 images monthly up to 13,800,000 images Translation 417 documents monthly up to 36,238 documents Period of Performance FEMA anticipates the resulting contract of 1 base year plus four (4) one-year option. Any response to this sources sought synopsis submitted by a prospective offeror shall be submitted at no cost to the Government and the Government in no way obligated by the information received. Responses shall clearly convince the Government of firm?s demonstrated capabilities of successful performance of this requirement. The information provided in the response will be used for market research and planning to finalize the acquisition strategy for this requirement and will only be used by DHS/FEMA.
