Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the November 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-16. This acquisition is a small business set-aside and the NAICS code is 561990. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The contractor shall: 1. The period of performance shall be six months from the date of award. 2 The Contractor shall arrange meetings of the National Institutes of Health?s (NIH) ad hoc guest speakers on effective ways to reach and communicate with Hispanic populations. 3. The Contractor shall prepare a calendar of NIH IC Hispanic-oriented activities, including health fairs, meetings, exhibits, etc., suitable for NIH/OD response or coordination. 4. The Contractor shall prepare administrative paperwork for entering into agreements with service providers in support of health fairs, materials production, Hispanic media, etc. 5. The Contractor shall, as needed, work with the project officer to secure support from interested NIH Institutes, Centers, and offices to help defray costs of trans-NIH Hispanic health communications initiatives. 6. The Contractor shall serve as primary contact with the contract translator. 7. The Contractor shall provide the project officer with a progress report and notify him when assignments are satisfactorily completed, so that invoices can be paid. 8. The Contractor shall arrange for services of one Spanish-speaking intern or Fellow if resources permit. 9. The Contractor shall provide training and career development opportunities for the intern/Fellow. 10. The Contractor shall develop and update content for the NIH Spanish-language website, including obtaining translation of selected press releases, radio scripts, and similar material produced by the ICs only in English. 11. The Contractor shall collaborate with the NIH Information Technology (IT) staff to place new material on the website, add new features and content, and update design as needed. 12. The Contractor shall process all Spanish-language queries reaching the NIH via the Spanish-language website. 13. The Contractor shall forward queries to the appropriate IC for response. 14. The Contractor shall personally prepare response to queries that are not under the purview of a specific IC. 15. The Contractor shall translate highly technical or complex queries and responses that the NIH staff can produce only in English. 16. The Contractor shall coordinate the NIH Office of Communications and Public Liaison (OCPL) and IC participation in selected national Hispanic health fairs. 17. The Contractor shall serve as a liaison between the NIH and health fair organizers for all matters, including arranging booth space and staff, coordinating production and shipment of NIH information materials, and providing progress reports and briefings. 18. The Contractor shall coordinate the NIH IC participation in Hispanic health fairs in the local DC Metropolitan area, as appropriate. 19. The Contractor shall provide the NIH health education materials in support of health fairs of local centers and other nonprofit groups, as appropriate. 20. The Contractor shall coordinate the NIH response to requests from nonprofit groups outside the Metropolitan DC area for Hispanic health fair materials. 21. The Contractor shall coordinate with the NIH ICs on the NIH exhibit/representation at annual meetings of selected Hispanic-oriented groups, such as the National Association of Hispanic Journalists and National Hispanic Medical Association. 22. The Contractor shall coordinate all arrangements for display and staffing of the NIH exhibit at annual meetings of selected Hispanic-oriented groups. 23. The Contractor shall, as needed, produce supplementary materials (e.g., media contact lists, fact sheets) to support the NIH?s participation in such meetings. 24. The Contractor shall identify and produce a chart of the NIH staff and grantees willing to participate as spokespersons in Spanish-language media broadcasts. 25. The Contractor shall arrange for the appearance of the NIH staff and grantees as spokespersons on such broadcasts as appropriate. 26. The Contractor shall coordinate and develop responses to inquiries from or for the Hispanic media. 27. The Contractor shall as needed, collaborate with the project officer on production of Spanish-language health features and messages for the NIH Radio News Service and other venues. All responses from responsible sources will be considered. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
