Description
The Department of Health and Human Services (DHHS)/Health Resources and Services Administration (HRSA), intends to contract with, on a sole source basis, the NC Foundation for Advanced Health Programs (NCFAHP). This contract will be procured in accordance with the Federal Acquisition Regulations (FAR) Parts 15 and 6.302-1. The anticipated contract period is for a twelve (12) month base year with (2) twelve (12) month option years. The purpose of this proposed contract is to support the coordination of recruitment efforts of the various organizations that recruit health professionals within the state (PCOs, PCAs, ORH, AHECs, etc.). It will continue to support those states using Practice Sights with technical assistance and to provide the needed training and technical assistance to other states that have not yet had the opportunity to benefit from their use, but have expressed and interest to do so. The NCFAHP is deemed the only responsible source capable of providing the required services as set forth in FAR 6.302-1 because they developed and own Practice Sights Program which is protected under U.S. copyright laws. It is designed for use in recruitment of health professionals for rural and underserved areas and is critical in performing these services. It supports the recruitment of NHSC providers and for Federally Qualified Health Centers, Rural Health Clinics and other safety net providers. Award of a contract to any other source would result in a substantial duplication of cost to the Government since other organizations would require establishment and set-up of a new system and would delay the implementation of this project. This is not a solicitation but an announcement of the Government?s intent to contract on a sole source basis. A justification for other than full and open competition (JOFOC) is on file.
