Description
The Central Region Administrative Division (CRAD), National Oceanic and Atmospheric Administration (NOAA), has a requirement for support services for a Derelict Crab Trap Recovery Effort, Oregon. The Contractor shall be required to provide: 1. Recover lost crab traps from two locations of heavy commercial crabbing, and identify marine species caught in the traps in individual ?sweeps? in the fall of 2007, Spring 2008, and Fall 2008. 2. Hold a public demonstration and media event in conjunction with one of the ?sweeps.? This second objective will serve to generate more attention for marine debris recovery and prevention, increase public awareness of marine debris as a problem, give credit to the commercial fishing industry for their efforts at habitat protection, and stimulate technology transfer to other regions facing similar derelict gear problems; and, 3. Analyze data and write report. The government is aware of only one source for this service ? The Oregon Fishermen?s Cable Committee (OFCC), a nonprofit organization at 2021 Marine Drive, Suite #102 Astoria, OR 97103. The Oregon Fishermen?s Cable Committee is uniquely qualified to carry out the tasks contained in the subject scope of work. Their organization pioneered the particular method of derelict crab trap removal, and successfully conducted several days of recovery efforts in fiscal year 2006. Specifically, the OFCC has knowledge of the manufacturing specifications and operational measures necessary to carefully grapple for lost traps in hundreds of feet of ocean water. Further, the OFCC has a proven track record of being able to coordinate and carry out these operations. To be considered, firms must furnish detailed information concerning their capability to provide the service and satisfy the Government?s needs. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously and detailed narrative that describes your ability to provide this service. This notice is for a service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (14) calendar days after publication of this notice. If no affirmative responses are received, the government intends to negotiate a purchase order with The Oregon Fishermen?s Cable Committee, Astoria, Oregon. The Central Acquisition Management Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Online Representation and Certification Application (ORCA) thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov and complete the application. Award will not be made to any contractor that is not registered in CCR and BPN. Note: CCR registration should be completed prior to completing ORCA. The NAICS code for this action is 562119 ? Other Waste Collection. Size standard not to exceed $11.5 million. This service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures. All proposals received within fourteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed order, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
