- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractors may submit a quotation. The National Institute of Standards and Technology (NIST) has a requirement for a stand-alone programmable automation controller system designed to control a large number of furnaces in the Process Measurements Division, Thermometry Group, at NIST, Gaithersburg, MD. Line Item 0001 ? The contractor shall furnish one (1) each, stand-alone programmable automation controller system: The system shall meet or exceed the following minimum technical specifications: 1. Functionality: The system shall provide the hardware and software needed to monitor the voltage of up to 24 thermocouples, process the thermocouple readings by a proportional-integral-differential algorithm, and send corresponding analog-voltage output signals. The system shall be expressly designed to allow automation of set point voltages, graphical interface for the user, and real-time software for the data acquisition and control for maximum reliability. 2. Hardware: The system shall consist of three main components: a) a computer suitable for development and running of a graphical user interface (GUI) for the automation controller, b) an embedded controller computer to govern the process being automated, and c) a series of instruments interfaced with the controller computer. a. Development and GUI computer specifications: i. 512 MB RAM or better memory ii. 2.0 GHz or better processor speed iii. Communication ports: 1 Ethernet, 5 USB 2.0, 2 RS232, 2 PCMCIA (type II), 2 IEEE 1394, 2 PS-2iv. 4 USB 2.0 ports, or better. v. 40 GB or better hard drive vi. CD-ROM drive vii. 15 in. XGA-TFT color LCD touch screen interface viii. Expansion slots for 2 half-length PCI boards ix. Operating system, and software for real-time control pre-installed. x. Keyboard and mouse b. Embedded controller computer: i. 512 MB RAM or better memory ii. 2.0 GHz or better processor speed iii. 10, 100, 1000 Base TX (Gigabit) Ethernet port iv. 4 or more USB 2.0 ports v. 40 GByte or better hard drive vi. IEEE-488 and RS-232 interface cards installed vii. Operating system, drivers for instruments listed under Hardware, and software for real-time control pre-installed. c. Instruments i. Voltmeter with following specifications: Resolution: 10 nV on 100 mV scale CMRR greater than 140 dB NMRR greater than 100 dB Noise less than 1.5 microvolt peak to peak, for 60th sec. integration. Greater than 10 Gohm input resistance DC volts accuracy better than (20 ppm reading plus 8 ppm of range) at temperature within 1 degree Celsius of self-calibration, for 2 years. ii. Digital-to-analog instrument with the following specifications: 16 or more channels Plus or minus 1 mV accuracy on plus or minus 10 V range 16 or more bit resolution iii. Scanner with the following specifications: 24 or more channels, each consisting of one pair of leads Maximum 2 microvolt differential thermal emf, for each channel iv. Power supply, with adjustable outputs of 0 to plus 6V, 0 to plus 20V, and 0 to minus 20V. d. Embedded controller computer and Instruments to be supplied in a enclosed rack, of dimensions not to exceed 18 inches wide x 9 inches high x 17 inches deep. e. All cables necessary for connection of equipment to be supplied. f. All analog input and output signals shall terminate in convenient screw-connector terminals. 3. Software a. Controller shall run under a real-time operating system, capable of deterministic timing of computer applications. b. Software shall be Section 508 compliant. c. Instrument-control software shall allow multiple processes, shall enable construction of graphical user interfaces, shall be fully documented, shall support all instruments compatible with the IEEE-488 standard, shall be capable of linking with dynamic link libraries, and shall include prewritten drivers for the instruments listed. d. Free downloadable upgrades to software for at least one year. Warranty: The Contractor shall provide a minimum of a One (1) Year Warranty on installation and equipment. Quotation must include unlimited telephone/e-mail support, during the warranty period, for questions regarding operation. This warranty must cover non-consumable parts and travel/labor on-site should this become necessary within the warranty period. NIST requires the system be operational at all times. Therefore, the warranty must include all of the following: -- Not later than 48 hours from the time the problem is reported to the Contractor, the Contractor must respond to NIST AND restore operation such that the system is functional and usable for its intended purpose. -- This restoration may be achieved through a temporary measure such as: on-site repair, technical workaround, or loaner equipment. -- The permanent repair must be completed not later than 30 days from the date the problem is reported to the Contractor. -- The Contractor shall ship (or otherwise deliver) loaner equipment to NIST. The Contractor shall assume all responsibility and liability for shipments of equipment to and from NIST. Inspection and Acceptance Criteria: 1. Visual-Physical check at NIST laboratory for adherence to design specifications 2. Performance check at NIST laboratory for adherence to performance specifications. The tests will be performed as soon as the system is ready, as determined by the contractor, and may be witnessed by the contractor. Delivery shall be FOB DESTINATION and be completed in accordance with the contractor?s commercial schedule. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Award shall be made to the Contractor whose quote offers the best value to the Government. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor ?Meeting or Exceeding the Requirement,? 2) Past Performance, 3) Past Experience, and 4) Price. Technical capability, past performance, and past experience, when combined, shall be more important than price. If technical capability, past performance, and past experience are equivalent, price shall be the determining factor. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the specifications identified herein. Past Performance: Past Performance will be evaluated to determine the overall quality of the products and services, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources, including NIST. Offerors shall provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. Past Performance and Price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability Evaluation factor. If NIST requires additional technical evaluation through a system demonstration, and only at the request of NIST, the contractor shall provide a complete system for demonstration to be conducted at NIST by a knowledgeable representative. This demonstration shall be conducted during the technical capabilities evaluation phase of the quote. All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all of the above items; 2) An original and one (1) copy of the technical description and/or product literature; 3) Description of commercial warranty; and 4) An original and one (1) copy of the most recent published price list(s). This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: -- The offeror shall state: ?The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition?; OR -- The offeror shall state: ?The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) All quotes shall be received not later than 3:30 PM local time, on July 27, 2007 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Kim Stavish. Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist (Kim Stavish) @ kim.stavish@nist.gov. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 24-hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-2672. NIST is not responsible for late delivery due to the added security measures. In addition, offerors who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility.
