Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Carl Zeiss MicroImaging, Inc. in Thornwood, New York for the purchase of a Zeiss Stereo Discovery V20 Microscope under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIST requires this microscope to provide a platform for assembling microfluidic devices and observing fluid flow and cell behavior. For NISTs particular applications a stereo/macro microscope is required because of a variable zoom, long objective working distance, wide field of view, and ready access to the experimental device. Specific requirements include: 1. Very large zoom range (20x) to cover imaging of an entire microfluidic chip (40mm x 30 mm) down to details of cells within single channels (500 micrometers); 2. Flatness of the viewing field is required. NIST requires a 0.63x objective on a 20x zoom range, which takes the field of view from 48 mm to 2.4 mm; 3. Ability to upgrade to higher magnification/numerical aperture objectives, e.g. 1x, 1.5x, 2.3x, and 3.5x (high NA macro); 4. Stereo imaging to facilitate 3D visualization of objects during device alignment; 5. Ability to upgrade from stereo to single optical axis design (macro), which has nearly twice the numerical aperture, for applications which require increased sensitivity and resolution such as fluorescence imaging; 6. Ability to upgrade the microscope for fluorescence illumination; 7. Numerous illumination schemes (transmitted and reflected/oblique, brightfield, darkfield, and polarization) and contrast adjustments are critical to enhancing contrast of specific areas within the transparent device. NIST requires dual gooseneck fibers and a ring-light for reflected illumination and illumination through base for transmitted light; 8. The scope must have high working distance (greater than 50 mm) to fit devices under the objective; 9. The head must allow imaging through a separate port (digital camera attachments); 10. The base must have a large, flat working surface to hold the devices and support materials (150 mm x 150 mm or larger); 11. We require upgradability to computer controlled zoom and focus for programmable acquisition of multiple fields. The sole source determination is based on the fact that Carl Zeiss MicroImaging is the only firm that provides: 1. Wide (20x) zoom range; 2. 0.63 objective on a 20x zoom range; 3. Widest available range of Plan Apo objectives; 4. Option to upgrade from stereo to single optical axis design; 5. Best illumination and contrast control options (based on a light source options, mirrors, polarizers, and 3-axis control of the base illuminator); 6. Motorized zooming already integrated into their product. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within six (6) weeks after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. (EST) on July 27, 2007. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
