Description
The U.S. Environmental Protection Agency (US EPA) has a requirement for technical assistance to include support in the development of national and geographically focused strategies and programs for air quality management based on an assessment of health and ecological effects, exposure and risk, and economic impacts and benefits. Technical assistance includes tasks such as: review data inputs and technical support documents; develop methods and databases for benefit and risk analyses; conduct benefit and risk analyses; prepare profiles of affected entities; develop analysis methods and conduct economic analyses; develop control strategies and conduct emissions inventory, air quality, and control cost analyses; conduct surveys and focus group sessions; review and revise resource manuals; revise analyses and related documentation; prepare docket materials and reference documents; provide technical and administrative support for workshops, seminars, meetings, public hearings, and peer review panels; provide support for responses to public comment; conduct training on models or methods and provide support for modeling and software development. EPA anticipates the award of a cost-plus-fixed fee level of effort contract for a total of 120,000 labor hours consisting of a base period of twelve (12) months plus four (4) 12-month option periods. The base quantity labor hours will consist of 6,000 hours and the optional quantity labor hours will consist of 18,000 hours. This requirement is a follow on to contract number 68D03002 with ABT Associates. NAICS code 541620 applies with a size standard of $6.5M in average annual receipts over the last three years. The solicitation is expected to be issued approximately 30 days from this announcement, as a full and open competition. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd/. Proposals will be due approximately 30 days after issuance of the solicitation. After obtaining a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Responses to this synopsis must be made in writing. Telephone and fax request will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency.
