- SOURCE SOUGHT NOTICE - Provide Engineer/Architect services to perform existing site and systems verification to ascertain existing conditions; provide all engineering functions required; prepare fully developed Design, Development, and Construction Documents; and perform certain construction period services for the design of variable volume heating and air conditioning systems for the fifth floor, fourth floor, second floor Dietetics Service area, and first floor Canteen area in Building No. 1 at the Aleda E. Lutz VA Medical Center, Saginaw, Michigan. Total heating/cooling space is approximately 57,000 square feet. The primary disciplines that will be involved in the design effort will be Mechanical, Electrical, Civil, Architectural and Structural. Construction cost range is estimated to be between $1,000,000 and $2,000,000. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: 1.Specialized experience and technical competence of the firm. Demonstrate that you are currently and regularly engaged in Engineering and Design of Heating, Ventilating, Air Conditioning and Refrigeration Systems as one of your firm's principal areas of mechanical expertise (including a joint venture or association) with the type of services required 2.Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team 3.Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. 4. Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. 5.Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located 6.Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design 7.Inclusion of small business consultant(s), and/or minority owned consultant(s), and/or women-owned consultant(s), and/or veteran owned consultant(s), and/or disabled veteran owned consultant(s), and/or HUBZone consultant(s). The NAICS Codes for this procurement are 541310 and 541330. A-E firms are required to respond in writing if interested & shall submit four (4) completed SF Form 330 packages (form available on-line at: http://vaww.va.gov/facmgt/ae). Submission information incorporated by reference is not allowed. The total number of pages for a single submission will not exceed 100. All submissions must be bound in some manner (spiral, wire, binder, etc). After the evaluation of submissions in accordance with Brooks Act, Federal Acquisition Regulation, and Veterans Administration Acquisition Regulation, three or more firms shall be considered to be the most highly qualified and will be chosen for interviews to present their approach, experience, and capabilities to arrive at selection of the number one firm.
