Description
In accordance with OMB Circular A-76, the United States Department of Labor (DOL), hereby publicly announces conversion of a Multi-Agency (MSHA and OSHA) Standard Competition for Professional and Technical Support to a Single Agency (OSHA) Streamlined with MEO Competition pursuant to P.L. 110 28 which was signed by the President on May 25, 2007 exempting Mine Safety and Health Administration (MSHA) employees and MSHA funding from competitive sourcing. The Streamlined Competition for Occupational Safety and Health Administration (OSHA) Program Support Services functional area, (a component of the Other Non-Manufacturing Operations) for Professional and Technical Support services are currently being performed by OSHA personnel located in Washington, DC and Cincinnati, OH. Occupations included in the study are Technical Writer-Editor, Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Electronics Engineer, and Electronics Technician. This competition will be completed on or about September 28, 2007 and may or may not result in the issuing of a solicitation specification possibly leading to a contract. The intent of the competition is to determine the most efficient and cost effective method of performing the subject services. This notice does not constitute a commitment by the Government. The competition will determine whether these services should be performed under a contract with commercial sources or by the Government under the Agency Tender Offer. The NAICS Code for this procurement is 541990 - All Other Professional, Scientific, and Technical Services. The Competitive Sourcing Official for this competition is: Mr. Patrick Pizzella; the Contracting Officer is: Mr. Peter Higginbotham; the Agency Tender Official is Mr. Dennis Sprouse. This announcement is not a solicitation and proposals are not requested at this time. Firms interested should follow instructions that will be indicated in conjunction with the announcement in FEDBIZOPPS at the completion of the streamlined study at that time. It is the sole responsibility of the interested firm to monitor the FEDBIZOPS website for notification of any resulting and/or pending solicitation.
