Description
Western Area Pwr Admin(WAPA), Sierra-Nevada Regional Office (SNR) intends to enter into negotiations for a sole source procurement for a software support and maintenance agreement with Survalent Technology, 2600 Argentia Road, Unit 10, Mississauga, Ontario, Canada. This software is used by WAPA/SNR to remotely control and monitor 20 substations from a centralized location. THe software also has programming interpreter built into the software that WAPA/SNR uses to function as a control area. This inlcudes calculating ACE, Reserve deficiency, tie line bias, and MW/hr calculations for customers. The Survalent software is an integral part of WAPA/SNR's role as a sub-control area. The rationale or circumstances for limiting competition - FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements (2) The existance of limited rights in data, patent rights, copyrights or proprietary processes; the control of basic raw material; or similar circumstances, make the supplies and services available from only one source. Survalent, the makers of the Survalent SCADA software, are the only vendors that have the depth of knowledge and working understandng of said software to provide support. This software is mission critical to WAPA/SNR maintaining and expanding the sub-control area.
