Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-07-T-0679. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-16 and DFARS Change Notice 20070531. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 334515 and the Small Business Standard is 500 employees. This procurement is an unrestrictive action. The Fl eet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing the following: CLIN 0001- Communication Service Monitor, Aeroflex Model 2948B or equal, 1 EA; CLIN 0002- Communication Service Monitor, Aeroflex Model 3515 or equal, 1 EA. ITEM 0001- Critical Features List for the Aeroflex Communications Service Monitor, 2948B, or Equivalent REQUIREMENTS 1.1 Functional: The CSM shall satisfy the following functional requirements: 1.1.1 The CSM shall have a built-in oscilloscope, spectrum analyzer, frequency counter, power meter, signal generator, and modulation meter functionality to measure various audio/baseband and RF time and frequency domain parameters. These measurements include measuring audio voltage, audio frequency, and signal-to-noise (including SINAD), and RF measurements ? including RF power, frequency, modulation index, and time and frequency domain analysis. 1.1.2 The CSM shall provide the user accurate measurement of the noise characteristics for all FM receivers and make accurate measurement of narrow band receivers. 1.1.3 The CSM shall allows transfer of test setups, test results, screen dumps, spectrum analyzer coordinates, and test sequences to memory card for PC, allowing information to be easily retrieved when required. 1.1.4 The CSM shall provide the user the ability to examine signals on the screen and demodulate them simultaneously and saved to memory card along with the time and date. 1.1.5 The Monitor shall provide the user the ability to examine audio signals, whether from the demodulated signal or the audio input direct can be viewed for further inspection. 1.2 Audio Measurements The CSM shall measure the following audio parameters in the 250 Hz to 10 kHz frequency band: 1.2.1 Audio Voltage 1.2.1.1 Audio Voltage Level: 30 VAC (RMS), minimum 1.2.1.2 Input Impedance: 4, 8, 16, 75, 150, and 600 Ohms 1.2.1.3 Resolution: 1% of reading, minimum 1.2.1.4 Display Units: mW, dBm, dBV, and Volts RMS 1.2.2 Audio Frequency 1.2.2.1 Resolution: 0.1 Hz, or better 1.2.2.2 Minimum Signal Level: 50 mV, or better 1.2.2.3 Accuracy: ?1%, maximum 1.2.2.4 Display Units: Hz and kHz 1.2.3 Audio Signal-to-Noise and Signal-to-Noise and Distortion (SINAD) Ratio 1.2.3.1 Range: 0 to 50 dB, or larger 1.2.3.2 Accuracy: ?1 dB, maximum 1.2.3.3 Sensitivity: 50 mV, or better 1.2.3.4 Display Units: dB 1.2.4 Audio Distortion 1.2.4.1 Measured Audio Distortion Range: 0 to 30%, or greater 1.2.4.2 Resolution: 0.1%, or greater 1.2.4.3 Sensitivity: 50 mV, or better 1.2.4.4 Accuracy: 5% of reading, or better 1.3 Audio Oscilloscope: The audio oscilloscope shall display baseband signals having the following characteristics: 1.3.1 Operating Modes: Single or repetitive sweep 1.3.2 Frequency Range: 30 Hz to 10 kHz 1.3.3 Voltage Range: 10 mV to 20 V per division 1.3.4 Voltage Accuracy: 5%, maximum, of full scale 1.3.5 Timebase: 50 ?V to 5 s, per division 1.4 Audio Generator: The audio generator shall generate baseband signals satisfying the following requirements: 1.4.1 Frequency Range: 30 Hz to 10 kHz 1.4.2 Frequency Accuracy: ?0.2%, or better 1.4.3 Signal Level: 0.1 mV to 1 Volt (RMS) 1.4.4 Signal Accuracy: ?6%, or better 1.4.5 Distortion: 1%, or better 1.4.6 Output Impedance: CSM shall be capable of matching 4, 8, 16, 75, 150, and 600 Ohms audio device inputs 1.4.7 Speaker: The CSM shall be equipped with speakers for generated audio signals AND demodulated baseband signals 1.5 RF Signal Generator: The RF signal generator shall generate signals satisfying the following requirements: 1.5.1 Signal Types: Continuous Wave (CW), AM, FM 1.5.2 Frequency Band: 500 kHz to 1 GHz, or larger 1.5.3 Signal Level Range: -110 dBm to +5 dBm, or larger 1.5.4 Resolution: 0.1 dB, or better 1.5.5 Accuracy: ?2dB, or better 1.5.6 Output Impedance: 50 Ohms ? 2% 1.5.7 VSWR: 1.5:1, or better 1.5.8 Harmonics: -25 dBc, maximum 1.5.9 Spurious Signals: -50 dBc, maximum 1.6 RF Power Meter: The RF power meter shall satisfy the following requirements: 1.6.1 Frequency Band: 500 kHz to 1 GHz, or larger 1.6.2 Dynamic Range: 0.05 mW to 150 Watts 1.6.3 Display Units: Watts, dBm, dBW 1.6.4 Resolution: 0.1 dB, or better 1.6.5 Accuracy: ?15%, or better 1.7 RF Frequency Meter: The RF frequency meter shall satisfy the following requirements: 1.7.1 Frequency Band: 500 kHz to 1 GHz, or larger 1.7.2 Display Units: kHz, MHz, GHz 1.7.3 Resolution: 0.1 dB, or better 1.7.4 Accuracy: ?0.5%, or better 1.8 Spectrum Analyzer: The spectrum analyzer shall satisfy the following requirements: 1.8.1 Frequency Band: 500 kHz to 1 GHz, or larger 1.8.2 Resolution Bandwidth: 300 Hz to 3 MHz, or better 1.8.3 Dynamic Range: 80 dB, minimum 1.8.4 Displayed Average Noise Level: -75 dB, maximum 1.8.5 Frequency Response: ?3 dB, or better, over displayed frequency band 1.8.6 Sensitivity: 2 ?V, maximum 1.9 Modulation Meter: The CSM shall measure AM and FM modulated signals satisfying the following requirements: 1.9.1 Modulation Types: AM and FM 1.9.2 Frequency Band: 500 kHz to 1 GHz, or larger 1.9.3 AM Modulation Depth: 0 to 99% (for manual tuning) 1.9.4 FM Modulation Frequency Range: 10 Hz to 15 kHz, or larger 1.9.5 AM and FM Resolution: 1%, maximum 1.10 Physical Requirements 1.10.1 Dimensions (H x W x D): The CSM shall not exceed 7 inches (height), 15 inches (width), and 18 inches (depth) 1.10.2 Weight: 12 kg (standard version), maximum 1.11 Power Source CSM shall operate on battery or standard 120VAC, 60 Hz power. The battery shall supply voltage from 11 to 32 V with maximum DC Power of 100 W. 1.12 Options and Accessories 1.12.1 Standard COTS Manuals: The contractor shall provide instructional manuals on how to operate and troubleshoot the Communications Service Monitor. ITEM 0002- Critical Features for the Aeroflex Communications Service Monitor, 3515, or Equivalent REQUIREMENTS 1.13 Functional: The CSM shall be capable of measuring various audio/baseband and RF time and frequency domain parameters. These measurements include measuring RF transmitter parameters, such as power, frequency error, modulation errors (AM and FM); RF receiver parameters, such as audio distortion, signal-to-noise and distortion (SINAD), receive signal strength, and sensitivity; and antenna fault tests, such as voltage standing wave ratio (VSWR) and distance to fault. 1.14 Audio Measurements The CSM shall measure the following audio parameters in the 300 Hz to 10 kHz frequency band: 1.14.1 Audio Signal-to-Noise and Signal-to-Noise and Distortion (SINAD) Ratio 1.14.1.1 Range: 0 to 40 dB, or larger 1.14.1.2 Accuracy: ?1.5 dB, maximum 1.14.1.3 Sensitivity: 50 mV, or better 1.14.1.4 Display Units: dB 1.14.2 Audio Distortion 1.14.2.1 Signal Level: 0 to 5 Volts, peak-to-peak 1.14.2.2 Measured Audio Distortion Range: 0 to 100% 1.14.2.3 Resolution: 0.1%, or better 1.14.2.4 Accuracy: 10% of reading, or better 1.15 RF Measurements The CSM shall measure and display the following RF transmitter and receiver parameters: 1.15.1 Transmitter Parameters 1.15.1.1 RF Transmitter Carrier Frequency (in kHz, MHz or GHz) 1.15.1.2 RF Output Power (in dBm, dBV, Watts, mW) 1.15.1.3 Frequency Error (in percentage) 1.15.1.4 AM Modulation Index and FM Deviation 1.15.1.5 Modulation Type (AM or FM) 1.15.2 Receiver Parameters 1.15.2.1 RF Receiver Carrier Frequency (in kHz, MHz or GHz) 1.15.2.2 Received Signal Strength (in dBm, dBV, Watts, mW) 1.15.2.3 Sensitivity (in dBm) 1.16 Antenna and Distribution Line Measurements 1.16.1 Voltage Standing Wave Ratio (VSWR): Measured as a ratio (e.g. 2.5:1) or in dB 1.16.2 Distance to Fault: The CSM shall detect and display location of a cable fault. The battery pack shall provide enough power to operate the CSM for at least five hours. The battery pack shall be fully charged from a 10% level in no more than 4 hours. 1.21 Options and Accessories 1.21.1 Standard COTS Manuals: The contractor shall provide instructional manuals on how to operate and troubleshoot the Communications Service Monitor. Items shall be shipped FOB Destination. Delivery Date 30 Days ARO. Place of delivery is Corona, CA. 93043.
