- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of Army Research and Technology Protection Center (ARTPC), intends to procure all personnel, supervision, and other items and non-personal services necessary to operate the A RTPC as the single Army focal point for the integration of technology and acquisition program protection and to raise the performance level of protection activities Army-wide. CCE intends to procure these services as a small business set-aside or under fu ll and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS code 541611 with a size standard of $6.5 million are encouraged to submi t their capability packages outlining their experience in the following key areas or tasks: " Manage a complex operation with individuals stationed at multiple locations in support of organizations with different missions and functions. " Continuously refine the Army technology and program protection planning process. " Provide standardized technology and program protection support to Army research, development and acquisition organizations. " Develop and implement a comprehensive approach to horizontal protection of technology across the Army, and with the other Services and DoD Agencies. " Develop and implement a comprehensive technology protection training program focused on training ARTPC personnel, and with other Army research and technology protection stakeholders. " Provide technology protection support to Army technologies identified for accelerated fielding in support of current operations. The following questions are to be addressed in the capability package: 1. What experience do you have managing and synchronizing a highly technical workforce performing complex operations spanning multiple mission areas and DoD organizations? 2. What experience do you have implementing an objective risk management approach to the inherently subjective process of identifying and protecting critical technology? 3. What experience do you have providing technology and program protection support to DoD research, development and acquisition organizations? 4. What experience do you have solving complex problems that cross multiple organizational lines? 5. What experience do you have engaging DoD capabilities development organizations and synchronizing their activities to enhance technology protection? 6. What experience do you have providing information, industrial and personnel security, information assurance, foreign disclosure and technology transfer, technology protection, and security training and awareness support to DoD organizations? 7. What experience do you have working with the DoD developers in identifying and protecting critical program information? 8. What experience do you have improving the communication between and integrating the efforts of engineers, scientists, security and counterintelligence personnel, combat developers and materiel developers to enhance technology protection? If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 2:00 PM EST on Friday, July 13, 2007, the requirement will be s olicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted this requirem ent will be solicited under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of co ntact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement, Mr. Paul Martin. A firm-fixed price type of contract is anticipated. The period of performance will be for one (1) base year and four (4) on e year options for a total of five (5) years. The places of performance will be Crystal City, VA, Fort Detrick, MD, Fort Monmouth, NJ, Fort Belvoir, VA, Fort Monroe, VA; Redstone Arsenal, AL, Adelphi, MD, and St Louis, MO. Contractor personnel will requi re a current TOP SECRET clearance. A written Request for Proposal (RFP) will be posted on or about July 31, 2007. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/Services.htm click on RFPS; selec t the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below.
