Description
Description: As part of market research, The Air Education and Training Command (AETC) is seeking companies capable of providing Health Insurance Portability and Accountability Act (HIPAA) Compliance Support Services. ****NOTE: This is NOT an Information Technology (IT) requirement. **** This Sources Sought Notice is an attempt to locate contractors capable of providing operations and management of HIPAA privacy and security compliance programs and medical records tracking and accountability practices within AETC medical facilities located throughout the contiguous United States. The contractor shall oversee project compliance activities related to the development, implementation, maintenance of, and adherence to all Department of Defense (DoD), Air Force (AF), State, AETC, and local policies and procedures covering the privacy and security of patient health information and medical records tracking and accountability procedures. The contractor will assist with the planning and execution of periodic risk assessments and ongoing privacy and security compliance monitoring activities. The contractor will provide assistance and subject matter expertise in the development of local policies and procedures designed to ensure compliance with all HIPAA Privacy and Security requirements. The contractor will provide assistance in resolving alleged HIPAA violations and complaints. The contractor will provide guidance as required to ensure the efficient and thorough investigation, documentation, and when necessary, recommended mitigation and sanction activities. The contractor must be capable of providing a program manager to serve as a principle liaison and be responsible for the operational planning, execution, and evaluation of all HIPAA privacy and security programs and activities throughout AETC. A comprehensive understanding of the unique military environment is critical to program management success. In addition, the contractor must provide 2 HIPAA Field Managers to provide on-site support at Lackland AFB, TX and Keesler AFB, MS. Notice: This notice is not to be construed as a formal solicitation. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. The Air Force is only interested at this point in identifying interested and capable contractors for this service. To this end, private sector industry is invited to submit experience and capability information demonstrating the ability to meet the requirements above. Request responses be provided NLT noon CDT 16 Jul 07. Responses: Contractors interested in proposing on this acquisition should respond with the following information. 1. Company name, CAGE code, address, point of contact name, e-mail address and phone number. 2. Company size status ? large or small. If small, indicate type (8(a), HUBZone, SDB, VOSB, SDVOSB, WOSB). 3. Company capability to provide HIPAA program management and compliance services for military treatment facilities (MTFs). Address experience and capabilities in the following: a. HIPAA program management. b. Ensuring HIPAA compliance, privacy and security practices. c. Military health care environment. d. Applying HIPAA to military organizations. e. Knowledge of Federal, DoD, and Air Force HIPAA guidelines. f. Development, implementation, maintenance of, and compliance with HIPAA privacy and security requirements. g. Planning and execution of periodic risk assessments for HIPAA compliance. h. Providing subject matter expertise for development of local policies and procedures for HIPAA compliance at MTFs. i. Investigating, documenting, and resolving alleged HIPAA violations and complaints. j. Other information pertinent to ability to provide these services. Small Business Set-Aside: The Government reserves the right to consider a small, small disadvantaged business, service-disabled veteran-owned small business, or HUBZone business set aside or sole source based on responses to this notice. For purposes of this acquisition, the North American Industry Classification System (NAICS) code of 541611, Administrative Management and General Management Consulting Services, will be used for this acquisition. The business size standard is $6.5M. ALL types of small business entities are encouraged to submit a response. Prospective Offerors must have the financial backing to defray operating costs for approximately sixty (60) to ninety (90) days. Registration in the Central Contract Registration (CCR) located at www.ccr.gov is mandatory. NOTE: Dates appearing in the notification are subject to change.
