- It is the intent of the U.S. Department of Commerce, NOAA Acquisition & Grants Office, to negotiate on a sole source basis with AB Millimetre, for award of a contract to provide one each of a Vector Network Analyzer (VNA). The contact will provide a VNA for developing and testing polarimeter elements and phase switches at operating frequencies of up to 1 THz with the ability to measure ~1-10 scale models at 11 GHz. To fully characterize the components a vector network analyzer (VNA) working in these frequency ranges is required. The polarimeter will also require beam forming elements to control the propagation of e.m. radiation thru the optical system of the instruments that will use NIST?s polarimeters. The side-lobes of the beam forming elements in both co- and cross-polar must be measured to better than ~-90 db accuracy which requires that the VNA have a dynamic range much better than -90 db. With the losses expected for free-space set-up for such tests NIST needs a system with dynamic range better than -140 db. In addition, the VNA must have an option, scalar feeds for the launch of the source radiation into the beam forming elements under test. The VNA shall be received within 120 days upon receipt of an order. The three essential salient characteristics that are only available from AB Millimetre are the following; 1. Operation up to 1 THz 2. Dynamic range in excess of -140 db 3. Option of scalar feeds for free space operation up to 500 GHz This notice of intent is not a request for competitive proposals; however, firms that believe they can provide this equipment and meet the Government?s essential requirements may submit their capabilities and qualifications in writing to the identified point of contact within 15 days after publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. All capabilities/qualifications must included detailed technical information and other technical literature demonstrating the ability to meet the stated requirements. Interested parties must address each of the mandatory requirements listed in sufficient detail to permit agency analysis to establish a bone fide capability to meet requirements. Failure to submit documentation will result in the agency proceeding as stated above. Oral communications are not acceptable in response to this notice.
