- Services of an Architect/Engineer (A/E) firm with specialized experience in design and construction of renovations in a 24/7 healthcare and medical environment for project 596-08-101, REPLACE EMERGENCY ELECTRIC AND SECONDARY DISTRIBUTION, NORTH, CDD, at VA Medical Center, Cooper Drive Division, Lexington, Kentucky. Basic project scope is upgrade/replacement of emergency electric (Essential Electrical System - Life Safety Branch, Critical Branch) as required to meet current codes (NFPA 70 National Electric Code and NFPA 99 Healthcare Facilities). Various issues to be addressed during design: Existing "emergency" riser size and attached circuits; Addition of possible new riser for true life safety loads with location to be determined; Transfer of loads between various risers to meet current codes; Expandability for future loads; Identification of any remaining circuits using "conduit ground", and Plans for upgrading/replacing wiring to meet current codes. Project design will clearly show required work, phasing, instructions to construction contractor regarding accomplishment of work in healthcare environment, taking into consideration demolition and infection control, and necessity for uninterrupted healthcare delivery. Project scope also includes completion of a fully comprehensive Electrical System Protective Device Study at Cooper Drive Division, which will be completed concurrently with the construction project design. Design disciplines will include: Electrical Engineering; potentially Architectural (for design of changes in the midst of healthcare and administrative areas); Mechanical Engineering (HVAC - ventilation in electrical closets); and Structural Engineering (for slab coring, structural supports, etc). Estimated construction cost range is between $1,000,000 and $2,000,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Area of consideration is restricted to firms located within a 100 mile radius of VAMC, Lexington, KY, but is issued on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. NAICS 541330 with a numerical size standard of $4.5 million is applicable. Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 10:00 a.m. EST, August 9, 2007 (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type; capacity to accomplish the work in the required timeframe; past performance on contracts with Government agencies and private industry for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness. This is NOT a Request for Proposals. No solicitation package will be issued.
