- Services of an Architect/Engineer (A/E) firm with specialized experience in parking garage structural design, lighting design, and architectural design for design of project 596-07-114, REPAIR GARAGE CONCRETE AND RELAMP, CDD, at VA Medical Center, Cooper Drive Division, Lexington, Kentucky. Design disciplines will include: architectural design, electrical engineering, and structural engineering. Project requires site investigation, design development, construction documents, and construction period services. Basic scope of work involving Structural Engineering, providing plans and specifications, as follows: Use non-destructive testing techniques to determine strength of the two (2) suspended existing slabs; Provide recommendations as needed to increase strength of slab(s); and Provide design for treating the underside of the two suspended slabs where spalled and loose concrete was removed. Basic scope of work involving Electrical Engineering, providing plans and specifications, as follows: Evaluate the existing light levels within the garage, within each structural bay at various times of day for on-grade entry level A; Work in conjunction with the architect to develop model(s) of increased light levels due to increased reflectance off concrete surfaces painted a color lighter than the unfinished concrete; Use of updated fixtures lamps, etc.; Design light fixture placement/changes based on lighting level needs and result of models; Design conduit placement/replacement to discontinue use of conduit embedded with concrete slab. Basic scope of work involving Architectural Design, providing plans and specifications, as follows: Work with structural and electrical designers to determine best possible finishes for walls and ceilings of parking structure, taking into consideration existing and modeled future lighting levels, coating/paint material to be used overhead and on existing walls. Project design to clearly show work required, phasing, and instructions to construction contractor on how to accomplish the garage repairs within a parking garage that remains open 24/7 for patients, staff and or/visitors, and must take into consideration demolition, dust and infection control, specialized facility needs, such as heavy weekday use parking. Estimated construction cost range is between $250,000 and $500,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Area of consideration is restricted to firms located within a 100 mile radius of VAMC, Lexington, KY, and is set-aside 100% for EMERGING SMALL BUSINESS CONCERNS, in accordance with the Small Business Competitiveness Demonstration Program. An emerging small business is a small business concern whose size is no greater than 50% of the numerical size standard of $4.5 million for NAICS 541310. (Small Emerging threshold is $2.25 million). Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 2:00 p.m. EST, August 6, 2007 (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type; capacity to accomplish the work in the required timeframe; past performance on contracts with Government agencies and private industry for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness. This is NOT a Request for Proposals. No solicitation package will be issued.
