- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposa ls are being requested and a written solicitation will not be issued. Solicitation number W81GYE-07-T-0038 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Federa l Acquisition Circular 2005-17 and DCN 20070531. This requirement is set aside 100% for Small Business with a NAICS Code of 561612, Security Guards and Patrol Services, and a corresponding size standard of $17M is applicable. All responsible sources may s ubmit an offer, which shall be considered by the Agency. Contract Line Item (CLIN) 0001 will be issued for 2 Security Guards-unarmed. CLIN 0002 will be for a 1 year option period. The place and performance and FOB point is Headquarters, Surface Deployment and Distribution Command(SDDC), Scott AFB, IL, 62225. The required period of performance is from 16 Jul 2007 through 15 Jul 2008. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Fede ral Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation of Commercial It ems. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the service offered to meet the Government requirement and price. Clause 52.212-3, Offeror Representations and Certifications - Commercial items, OFFERORS MUST INCLUDE A COMPLETED COPY WITH THE OFFER; Claus e 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, 52.217-8, Option to Extend Services, 52.217-9 Option to Extend the Term o f the Contract, and DFAR clause 252.212-7001, Contract terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items are included in this solicitation and subsequent award.
