Statement of Work Seminar Speaker Services Comprehensive Security Response Training Course Asia Pacific Center for Security Studies 1.0 SCOPE 1.1 PROJECT SUMMARY: The service provider shall provide two (2) seminar speakers for the Comprehensive Security Response Training Course. The service provider must provide personnel, materials, supervision, training, and services necessary to perform services required. A firm price will be established for this purchase order. Proposed costs should include salaries, travel, lodging, per diem, indirect costs and fee. The service provider will contract with the selected speaker, negotiate a price, and process the necessary paperwork to bring the speaker to the Asia-Pacific Center for Security Studies (APCSS), 2058 Maluhia Road, Honolulu, Hawaii. . 2.0 STATEMENT OF WORK 2.1 SPECIFIC TASKS: a. Task 1: SEMINAR SPEAKER SERVICES. The service provider shall provide two (2) seminar speakers. The speakers will prepare and deliver presentations for the Comprehensive Security Response Training Course scheduled during the period 29 July 2007 through 23 August 2007. The service provider must provide personnel, materials, supervision, training, and services necessary to perform services required. A firm price for the services each seminar speaker at $16,000 each. The seminar speaker rate includes labor costs, travel, lodging, per diem, indirect costs and fee to be paid to each speaker. The service provider will contract with the selected speaker, negotiate a price, and process the necessary paperwork to bring the speaker to the Asia-Pacific Center for Security Studies (APCSS), 2058 Maluhia Road, Honolulu, Hawaii. TASK 2: LEGAL REQUIREMENTS. Service provider shall ensure all legal requirements are met for the seminar speakers who are foreign nationals. The service provider shall insure all work visas, and other legal documents are completed, signed and filed with the appropriate government agency two weeks prior to the speaker?s first paid day of work. 3.0 SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION Extensive experience in teaching, consulting, and conducting workshops related to organizational study and learning is required. 4.0 GUIDELINES Contractor shall adhere with Asia Pacific Center for Security Studies safety and security requirements. 5.0 PERIOD OF PERFORMANCE 29 July 2007 through 23 August 2007 6.0 WORK HOURS Work shall be 8.0-hour Shifts, 0730 ? 1630 (1 hr lunch). Office will be available Monday through Friday. The exception to the hours of availability must be approved by the Ordering Officer. 7.0 PLACE OF PERFORMANCE The normal place of performance is Asia Pacific Security Studies, 2058 Maluhia Rd., Honolulu, HI 96815-1949. 8.0 WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is normally performed in an office environment. Contractor will be required to lift items up to 20 lbs. 9.0 GOVERNMENT FURNISHED PROPERTY The government will provide adequate working space, all equipment (e.g. desks, chairs, computers, and share printers, fax and copy machines) and expendable operating supplies for the duration of the purchase order. The contractor shall maintain the assigned spaces in neat and orderly manner. Contractor shall only use government-furnished facilities and equipment to accomplish the tasks required under this order. Contractor shall not remove any government-furnished equipment or supplies from the worksite without the express written permission of the Contracting Officer?s Technical Representative or his/her designated representative. 10.0 CONTRACTOR FURNISHED PROPERTY NA 11.0 REIMBURSABLE TRAVEL EXPENSES NA Travel costs are included in the seminar speaker?s rate/price. 12.0 NON-PERSONAL SERVICES STATEMENT Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the purchase order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work. 13.0 GOVERNMENT MANAGEMENT OVERSIGHT Government management will provide general instructions on limitations, deadlines, how the work is to be completed. Additional instructions will be provided for any unusual assignments or those that vary from established procedures. The contractor?s employee will independently carry out the assignments.
