Description
The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS intends to negotiate with the University of Maryland, College Park, MD, on a sole source basis, under the authority of 41 U. S. C. 253 ( c ) (1) , only one responsible source. It is believed that only this entity can satisfy the agency requirement to provide scientific and technical expertise services for the Measuring the Research Environment at Center for Satellite Application and Research ( STAR) and Assessing the Socioeconomic Benefits of STAR Products. Task 1 will build upon the research findings obtained in the survey of 2005. In combination with the results of the survey administered in May 2007, the University of Maryland will explore changes in perceptions of the work environment from 2005 to 2007. This task will involve follow-up informal interviews about the nature of research networks both internal and external to STAR and how these networks contribute to the development of innovative products and/or continued up-grading of the quality of the existing products. Task 2 will focus on the socioeconomic benefits of satellite data products from a single product group at STAR and focus on several innovative products that have just been developed. The Contractor will focus on a family of related products and satellite sensors to gain a much deeper understanding of the complex issues involved in the movement from satellite data to weather forecast as well as a deeper understanding of the movement from satellite data to forecast products in order to provide a much more detailed estimate of socioeconomic benefits. The contractor will develop a methodology that can be applied in the future when new satellite products are developed which will allow for a quick assessment of socioeconomic benefits. Deliverables 1) report on the socio-economic benefits of several products, 2) report on the Perceptions of the Research Environment in 2007 and on the Changes in the Perceptions of the Research Environment between 2005 and 2007, 3) Report on the Analysis of Research Networks. This procurement is being conducted per FAR Part 13 simplified Acquisition Procedures (NTE $100K) NAIC code 611310. Interested persons may identify their interest and demonstrate their capability in order to be considered for this opportunity. This is not a request for Competition. No competitive solicitation is planned, information submitted in response to this notice will be used solely to determine whether or not to open up for competitive procedures.
