Description
A request for Proposal (RFP), number PR-NC-07-10607, will be issued on or about August 1, 2007 for Employee Assistance Program which is personnel counseling services for EPA employees. The RFP will be issued as a 100 percent small business set-aside. The North American Industry Classification System (NAICS) no. is 621330, Offices of Mental Health Practitioners, with a size standard of $5 million in average annual receipts over the last three years. The solicitation document and provisions and clauses are those in effect through Federal Acquisition Circular 05-17. The counseling will relate to difficult situations involving organizational effectiveness, grief management, cultural adjustment issues, and workplace trauma for both individuals and groups. Reports are required. Counseling services are to be provided at the contractor?s facility which must be within a 30-minute commute from 109 T.W. Alexander Drive, Research Triangle Park, NC 27711. For example, the contractors should be located in the vicinity of Chapel Hill, Raleigh, or Durham, North Carolina. Upon request, the contractor will make available male, female, and/or minority counselors. The selected contractor shall provide the counseling services in accordance with standard professional practices for the type of psychological services performed. The contract will include minimum and maximum hours to be ordered. Delivery Orders will be issued to order hours. Award of an Indefinite Quantity, Fixed Price, Contract with a 12-month Base Period and four (4) Option Periods is anticipated. The EPA will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or price and other factors considered. For this solicitation, all evaluation factors, other than cost or price, when combined are significantly more important than cost or price.
