Description
The National Institutes of Health intends to negotiate on a full and open competitive basis for the acquisition of an automated Epidemiology System for the National Institutes of Health, Warren G. Magnuson Clinical Center. This acquisition will be processed under FAR Part 12, Subpart 12.6, as supplemented with additional information included in this notice. This is an Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5, to use simplified procedures for commercial acquisitions. The Government intends to negotiate for the acquisition and implementation of a commercial off-the-shelf Epidemiology System. The Government also intends to negotiate four (4) one-year options to extend performance providing maintenance and upgrades on an annual basis. The NIH Clinical Center anticipates the need for a system with the following features/capabilities: Tracks and reports nosocomial, surgical and patient host infections; Supports incident/occurrence monitoring, reporting and statistical analysis; Identifies and tracks medication use and cost, including targeted antibiotics; Uses standard reporting tools and a standard medical vocabulary; Uses standard interfaces to other Hospital Information Systems for patient information, i.e., isolation orders, patient demographics, patient location, lab results, etc.; Interfaces to HL7 interface engine for connectivity to other hospital systems; and Services for System Configuration, Training, Implementation, Maintenance and Upgrades. This acquisition shall be processed using Simplified Acquisition Procedures and is not a Small Business Set-aside. The NAIC and small business size thresholds for this requirement are respectively, 541512 and 23.0 is the small business size standard. The following clauses and provisions cited herein apply to this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors - Commercial Items (September 2006), and FAR 52.212-4, Contract Terms and Conditions - Commercial Items (February 2007). FAR 52.212-2, Evaluation - Commercial Items (January 1999), also applies with the additional evaluation criteria specified in the solicitation. An award will be made to the offeror who represents the best value to the Government based upon the technical and cost evaluation criteria. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (November 2006), with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (March 2007), applies to this acquisition as well as the following clauses cited therein: FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (October 2003); FAR 52.217-8, Option to Extend Services (November 1999), FAR 52.217-9, Option to Extend the Term of the Contract (March 2000), FAR 52.246-2, Inspection of Supplies (August 1996) and FAR 52.246-4 (August 1996). The total amount of this contract shall not exceed $2,000,000.00 including all options. The Request For Proposal will be available approximately fifteen days after the publication of this notice. The fifteen day response time is established in accordance with FAR 52.203 and is considered reasonable for this acquisition. The Request For Proposals will close approximately thirty days thereafter. Potential Contractors must be currently registered in the Central Contractor Registry to be eligible for award. All responsible sources may submit an offer by the closing date and time, which shall be considered by the agency. All requests for solicitations must be written and addressed to Julius Y.
