Description
NASA/JSC has a requirement to procure the Orthogonal Frequency Coded (OFC) Surface Acoustic Wave (SAW) Sensor Study. SAW tags are required for use in sensor and Radio Frequency Identifications (RFID) applications. This innovation is likely to benefit a number of NASA?s Constellation Program applications, surface navigation, and several critical sensor applications. Passive wireless sensors signals tend to collide with each other when a large number of tags are illuminated at the same time. The OFC SAW tags offer a different approach to orthogonality through coding for SAW devices. Additionally, the SAW device is well suited for Ultra-Wideband RFID, which is inherently better suited for high accuracy tracking applications. The requirements/specifications are detailed in the attached Statement of Work at: http://procurement.jsc.nasa.gov/NNJ07205439Q/Document.pdf NASA/JSC intends to purchase the study from the University of Central Florida based on the authority of FAR Part 13.106-1(2)(b), only one source reasonably available. The wideband SAWs with Orthogonal Frequency Coding are expected to be highly advantageous for various applications in NASA?s exploration effort. The technology has been demonstrated in VHF band, however, further research and development are required to extend the technology to higher frequencies in order to meet NASA applications requirements. Professor Donald Malocha at the University of Central Florida developed the innovation under a NASA Small Business Technology Transfer Program (STTR) contract. There are no other known sources for this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on July 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
