- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N63394-07-T-0064 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 and Defense Acquisition Circular 91-13. FAR part 13.5 test procedures will be used for this acquisition. This is a competitive, open solicitation with no restrictions. The North American Industry Classification System (NAICS) Code is 334111 and the size standard is 1000 employees. The government intends to purchase 50 each of the following computer hardware and accessory items installed: Panasonic Toughbook 19 (MFG# PNB-CF-19CJBCXBM) or equivalent , Panasonic 1GB Memory (MFG# PNB-CF-WMBA501G) or equivalent, Panasonic Battery for Toughbook 19 (MFG# PNB-CF-VZSU48U) or equivalent, Panasonic USB CD-RW/DVD Combo Drive (MFG# PNB-CF-VDRRT3U) or equivalent, Panasonic 80GB HDD Pack for Toughbook 19 (MFG# PNB-CF-K19HD8011) or equivalent, and Pelican Watertight Notebook Case (MFG# PEL-1490CC#2) or equivalent. FOB Destination pricing is required. Ship To: PHD NSWC Virginia Beach Site, 488 Sparrow Street, Building 522, Virginia Beach, VA 23461-1935. FAR Clauses 52.212-1, Instructions to Offerors-Commercial, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. In accordance with FAR Clause 52.212-2, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The provisions at FAR 52.212 1, Instru ctions to Offerors, Commercial Items applies to this acquisition. Offerors should pay particular attention to this clause. Offerors shall provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents if necessary. Evaluation criteria for selection of the best value contractor are (in order of importance): (i) technical capability of the item offered to meet the Government requirement; (ii) price; and (iii) past performance. Technical descriptions addressing technical capability of the item offered to meet the Government requirement will be evaluated as Technically Acceptable or Technically Unacceptable. Technical descriptions evaluated as Technically Unacceptable will not be considered for award. To qualify as technically acceptable, the offeror?s commercial items must have successfully passed the following MIL-STD-810F test proced ures: Drop (Method 516.5, Procedure IV), Vibration (Method 514, Procedure I, Category 24 and 20), Water Resistance (Method 506.4, Procedure III), Humidity (Method 507.4), Dust Resistance (Method 510.4, Procedure I), High Temperature (Method 501.4, Procedures I and II), Low Temperature (Method 502.4, Procedures I and II), and Thermal Shock (Method 503.4). The offeror?s proposal must also adhere to the delivery schedule. In accordance with FAR Clause 52.212-3, an offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. Delivery of 50 laptops with installed accessories constitutes contract completion. The offeror shall deliver at least 10 laptops by COB 23 July 2007 and at least 10 laptops per month thereafter until the order is complete. If more than one delivery is proposed, the offeror must specify the quantity of laptops and dates of delivery. Payment in full will be made when the entire requirement is delivered and accepted. In addition, offerors should refer to the following FAR Clauses: 52.203-3 Gratuities, 52.203-6 Restrictions on Subcontractor Sales to the Government-Alternate 1, 52.225-13 Restrictions on Certain Foreign Purchases, 52.233-4 Applicable Law for Breach of Contract Claims, 52.247-34 F.O.B. Destination, 252.204-7004 Alternate A Central Contractor Registration (52.204-7), and 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. A Firm Fixed Price definitive contract is contemplated. The Contractor agrees to submit a Firm Fixed Price proposal and cost or pricing data supporting its proposal.
