- DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 201817R029, and the solicitation is issued as a Request for Quote (RFQ) . This acquisition is set aside for small business. The NAICS 441229 with a size standard of $6.0 million. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, San Bernardino National Wildlife Refuge, Cochise County, Douglas, Arizona has a requirement for the following item: 50 Ton Hydraulic Lowboy Dovetail trailer Capacity: 104,000 LBS in 15' Overall Length: 48' -50' (50' is better) Overall Width: 102" Deck Height: 35" loaded (important requirement) Gooseneck: Flat deck - wood with 17 degree slope with traction bars Fifth Wheel Height: 49" Kingpin setting: 18" Kingpin Swing Clearance: 84" Hydraulic Tail: 8' to 9' main and 3'-4' fold under approach 14 degree load angle - 12.5 degree load angle when air bags are dumped. Power Source: Set up for wet kit operation from tractor Winch: 20,000 lb. with wireless remote Landing Gear: Must be hydralic, 2 speed supports-min. 50,000 lb. capacity Toolbox: Covered, in the gooseneck Lashing Rings: min. (10) per side- (20) total Decking: Full 1-3/4" Apitong floor Suspension: Air ride with auto & manual controls (3.5"down & 5" up) Axles: three axles of min 25,000 lb capacity, type 30 brake chambers or similar Tires: 12- 235/75R 17.5 low profile redial tires Wheels: 6.75 X 17.5 steel disc Brakes: 12-1/4" X 7-1/2" with ABS Flag Holders: In all (4) corners Paint: Black The Government intends to award a contract resulting from this solicitation to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Offeror(s) proposing alternative types/brands than those indicated bear the burden of proof that an item is in fact equal or better. PLACE OF PERFORMANCE - San Bernardino Nationall Wildlife Refuge , Cochise County, Douglas, Arizona 85607. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of all applicable Federal, State, and local laws governing this work and for implementing, installing and maintaining any required management practices. RULES AND REGULATIONS - The contractor shall deliver in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Equipment operations and materials shall be confined to the limits defined by the U.S. Fish and Wildlife Service. Special attention should be given to the protection of facilities, wildlife and vegetation adjacent to the delivery areas.
