Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes a re being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF-7159-3382 is being issued as Request for Quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporat ed provision and clauses are those in effect through Federal Acquisition Circular 2005-17. This requirement is 100% set-aside for small business under NAICS Code 334519 with number of employees not exceeding 500. The US Army Corps of Engineers (USACE), E ngineering Research and Development Center (ERDC) at Waterways Experiment Station (WES), Vicksburg, MS, GSL-Concrete & Materials Branch has a requirement for: CLIN 0001: Servo Control Upgrade System to upgrade the capabilities of an existing Tinnius Olsen 440 kip Tensile/Compression Hydraulic Testing Machine with pump. TINNIUS OLSEN 440 KIP RETROFIT SYSTEM REQUIREMENTS: Data Acquisition: - Automatic recognition and calibration of transducers - System of units: SI, Metric, or US Customary (user-selectable) - Data sampling rate greater than 30 kHz - Load measurement accuracy at least +/- 1.0% of reading down to at least 0.005 of load cell capacity - Strain measurement accuracy at least +/- 0.5% of reading down to at least 0.025 of full range New Pressure Transducer Required Servo Control: - Direct digital servo control of load, stress, position, and strain - Bumpless PID control-mode transfer between load, stress, position, and strain - At least 300 Hz control loop update rate - Single range system Sensor Conditioner Card: - Control and data acquisition capability for additional transducers User Control Panel: - Mount at the load frame - Manual control of system load and unload - Fine position control - Specimen protect feature to limit load applied to specimen prior to test start - Test start/stop and return to start LVDT Deflection Sensor: - Range +/- 0.02 in - Temperature range at least -20 ?C to +100 ?C - Automatic calibration Position encoder upgrade to replace existing Temposonics position sensor: - State of the art position electronics - Absolute, non-contact position feedback - Rated greater than 7500 psi - At least 18 inch travel range Desktop Computer Workstation: - At least 2GHz - At least 1 GB SDRAM - At least 80 GB hard drive - 3.5 inches disk drive - CDRW/DVD combo - Expansion slots: two 13.4 inches and one 5.75 inches length, full height PCI slots. - One serial port and one parallel port - Windows XP Professional operating system - Flat panel LCD monitor Software for Testing Machine: - Tensile, compression, shear, bend, and flexure testing - Designed for the Windows 2000 and XP operating systems and compatible with network environments. - User-friendly tutorials - Auto-zeroing prior to a test - US Customary, Metric and SI Units - Area under the curve, linear regression, peak, value at break, value at peak, value at valley, average value, incremental change, apparent elastic limit, modulus, line intersection calculations - Compression calculations: compressive strength, breaking load, breaking strength, chord modulus, secant modulus, tangent modulus, deformation, offset yield, proportional limit, and work - Flexural calculations: modulus of rupture; modulus of elasticity; tangent modulus; secant modulus; flexural yield strength; maximum fiber stress; and maximum strain - Tension calculations: tensile strength; peak load; breaking strength; breaking load; total elongation; offset yield; tangent modulus; chord modulus; secant modulus; EUL yield; proportional limit; maximum elongation; uniform elongation., n value per ASTM E646; uniform elongation; upper/lower yield; yield point elongation; r value per ASTM E517 RETROFIT INSTALLATION, COMMISSIONING & TRAINING Retrofit Installation: - Rationalization of one load cell - Disconnection of old system controller and other related hardware - Physical and electrical connections for new equipment - Perform checks to confirm the system is functioning correctly. System Commissioning: - Set-up of controller PC - Mount and test all fixtures and transducers - Check correct operation of all/any hydraulic, pneumatic, mechanical assemblies - Check correct operation of all electrical components and transducers - Configure controller and test for correct operation including all/any adjustments and tuning - To comply with ASTM E4, force verification must be performed at installation. - Strain verification for static extensometer - Verification of an additional static extensometer or deflectometer Training: - System and software training including Test Method development for up to 3 operators - Creation and the running of up to 5 user test methods. - Set-up of sample and specimen parameters - Set-up of test control parameters - Results calculations setup for applications - Review and set-up of report templates - Testing specimens to validate/verify developed test methods - Instruction on simple modifications to Test Methods and Report Templates Upgrade Warranty required GRAND TOTAL FOR CLIN 0001 (LUMP SUM):___________________ Delivery is not later than 28 September 2007.
