Description
Small Business Sources Sought. The Northern Region Contracting Center (NRCC) is seeking a small business that can support the Joint & Army Experimentation Division (JAED) with the planning and execution of Army Joint, Allied, Interagency and Multina tional experiments; Concept Development experiments; and Prototype experiments at Fort Monroe, VA. JAED is the executive agent for Army Experiments, where it leads, manages, and synchronizes Army experiments. The contractor will support the JAED Concept Development Branch in the following tasks: 1. Develop and coordinate concept development experiment objectives and supporting requirements. 2. Coordinate analytical/assessment efforts, including development and review of study plans, collection plans, analysis plans, and coordination/review of final reports and memoranda. 3. Develop managerial and programmatic planning, coordination and synchronization for integrating efforts of all participating activities. 4. Develop concept development experiment execution plans, includes the documentation of experiment/exercise directives, as required. 5. Coordinate doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) domains development efforts required for new concepts and technologies integrated into Army concept development experiments. 6. Coordinate the integration and development of operational architecture and system architecture for Army concept development experiments. 7. Assist the JAED Integrations Branch to develop and document the infrastructure requirements for prototype experiment execution, including synchronization and coordination with participating Army Battle Labs and agencies. The Contractor will support the JAED Prototype Branch in the following tasks: 1. Coordinate JAED and Army Battle Labs in the development and coordination of prototype experiment objectives and required supporting requirements. 2. Coordinate analytical/assessment efforts, including development and review of study plans, collection plans, and analysis plans, and coordination/review of final reports and memoranda. 3. Support JAED staff agencies in managerial and programmatic planning, coordination and synchronization for integrating efforts of all participating agencies. 4. Develop prototype experiment execution plans, including documentation for experiment/exercise directives as required. 5. Coordination of doctrinal and training development efforts required for new concepts and technologies integrated into Army prototype experiments. 6. Coordinate integration and development of operational architecture and system architecture for Army prototype experiments. 7. Coordinate the development of the Annual Experimentation Guidance and the Quarterly Experimentation Guidance updates. The contractor will support the JAED Integrations Branch in the following tasks: 1. Development and documentation of infrastructure requirements for experiment execution, including synchronization and coordination with participating agencies. 2. Development, coordination, integration, and assessments of simulation/stimulation requirements and implementation. 3. Development and coordination of experiment objectives and supporting objectives. 4. Development and coordination of analytical/assessment efforts, including development and review of study plans, collection plans, and analysis plans, and coordination/review/staffing of final reports, experimentation to action plans, and memoranda. 5. Develop managerial and programmatic planning, coordination, and synchronization for integrating efforts of all participating agencies. Synchronize strategic, operational and tactical CD&E planning across the ARCIC in support of Army Concept, Capabilit y, Development Plan (AC2DP). 6. Development of experiment execution plans, including documentation for experiment/exercise directives. 7. Coordination of doctrine, organization, tr aining, materiel, leadership and education, personnel, and facilities (DOTMLPF) domains development efforts required for new concepts and technologies integrated into Army experiments. 8. Coordination and integration of requirements and execution of information superiority into Army experiments. 9. Coordination for integration and development of operational architecture and system architecture for Army experiments. 10. Integration of Combat Service Support (CSS) concepts and requirements for Army experiments. 11. Coordinate the activities with assigned battle labs and perform the liaison between the battle lab and JAED. 12. Development, coordination and integration of the Integrated Questions List (IQL) and the update of the IQL process. Contractor personnel required to support the JEAD Integrations Branch must have five years or more experimentation and campaign planning experience making the person an immediate senior subject matter expert with the Army Capabilities Center and with The U nited States Army, to include expertise in the planning and execution of small through large scale live/virtual/constructive experiments. Five years of experience is also required in long-range campaign planning equivalent to the development of the Army c oncept Development and Experimentation Campaign Plan. All Contractor personnel must have proven skills/experience (minimum of 2 years of specialized experience as outlined below) in the following areas: the Army Experimentation Process; briefing developme nt and presentation; computer software to include Microsoft Word?, Microsoft Power Point? and Microsoft Excel?; battalion or brigade operational staff process/procedures; MACOM staffing process; production and coordination of executive-level correspondence ; articulating complex positions at the highest military and/or academic levels; and functional subject matter expertise in the experimentation process. Education requirements include a M.S. degree or equivalent (required) or PH.D/PhD candidate (desired) in a related discipline. Contractor must have demonstrated experience in managing teams and projects comprised of members of the military, government civilian and contractor personnel. Contractor must have participated in/attended experimentation exerci ses to have gained knowledge/experience in experimentation or other activities of similar complexity. Contactor must have experience dealing with senior leaders, gathering data across the community and setting up senior leader conferences, and must be capa ble of briefing and communicating with Chiefs of Staff and General Officers when planning for experiments. Contactor must have experience in the development of doctrine, training, leader development, organizational, materiel, and/or soldier requirements, and have a comprehensive knowledge and understanding of the TRADOC mission, functions, organization, structure, and programs to include relationships with subordinate activities. Proficiency in designing Combat Training Center (CTC) infrastructure designs for all experimentation exercises is desired. Your response should include the following information: size of company (i.e. 8(a), Hubzone, WOSB, SB, Veteran, all others), your total revenue for the last three years, past performance on similar work dating back 5 years, your companys capability and innovative idea to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
