Description
The Court Services and Offender Supervision Agency (CSOSA) was established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997 to effectuate the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal Executive Branch agency. The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. The CSOSA has been mandated to provide comprehensive treatment services to persons who have been ordered to undergo such treatment by the courts, either as part of a sentence or pre-sentence, or as a condition of probation or parole. These persons may be dually-diagnosed with both mental health and chemical dependency issues. CSOSA is responsible for the supervision of all probationers and parolees held under the authority of any United States or District of Columbia statute, or any other lawful authority and entrusted to the District. These persons may include persons of varying cultural backgrounds who may be non-English speaking, i.e., Spanish. CSOSA intends to issue solicitations for tens (10) separate categories of substance abuse treatment services. The treatment categories required include: (1) 28 Day Residential Substance Abuse Treatment Service s, (2) 3 to 7 Day Medically Monitored Substance Abuse Detoxification Services, (3) Halfway Back Sanctions Program. (4) 90 -120 Day Residential Substance Abuse Treatments Services. (5) Residential Substance Abuse Treatment and Supervised Transitional Housing for Women and Children, (6) Outpatient Substance Abuse Treatment Services, (7) Out Patient Traffic Alcohol Education Services, (8) Supervised Transitional Housing Services, (9) Dually Diagnosed Outpatient Substance Abuse Treatment Services, and (10) 90-120 Day Dually Diagnosed Residential Substance Abuse Treatment Services. CSOSA will conduct a Pre-proposal Conference for the above services as follows: Date: July 13, 2007, Friday Time: 10:00 A.M. Location: Court Services and Offender Supervision Agency 633 Indiana Avenue, NW, 6th Floor, Room 6A Interested sources must register by submitting, in writing, a notice of the organization?s intent to attend the conference. The registration must be received not later than close of business, 5:00 P.M, one day (1) days prior to the conference date. The written notification shall be submitted via facsimile to (202) 220-5710 (Attn:Mr. Bobby Jones ), or by email to bobby.jones@csosa.gov. The purpose of the Pre-proposal Conference is for the Government representatives to answer potential offerors questions regarding the technical aspect of the solicitation, the facilities, and areas in which the services will be performed. Attendance at this briefing is not required to participate in the procurement process. However, it will greatly assist in your preparation of proposals
