- The Centers for Disease Control and Prevention (CDC) intends to award on a sole source basis a Purchase Order to Isis Pharmaceuticals ? Ibis Division, Carlsbad, California. The purpose of this procurement is to obtain a technical protocol and detailed molecular data using a Universal Biosensor that will assist us in developing a hypothesis about the cause of Southern Tick-Associated Rash Illness (STARI). The technical protocol to be developed under this procurement will permit production of molecular signatures of all of the microorganisms present in appropriate tick and human samples. The data to be procured will be the molecular signatures found in ticks and in patients with STARI that are obtained from samples that CDC will provide. Isis Pharmaceuticals ? Ibis Division has the only instrument and technical approach capable of producing molecular signatures from genetic material of novel (unrecognized, unknown) agents and map them to their closest known relatives. No one else has developed a method to identify which of the 1,400 potential pathogens are present in a sample without culturing or using a specific organism test. No other systems can identify any infectious organism without prior knowledge or assumption about what is present. By virtue, Isis Pharmaceuticals ? Ibis Division is uniquely qualified and capable of carrying out the requirement of this proposed purchase order. The anticipated award date is July 10, 2007. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as, a capability statement to the contracting office by 12:00 p.m. eastern standard time July 10, 2007. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
