- The Navy has a continuing need for a BMPCOE. The BMPCOE collects and validates best practices and makes them readily available throughout the nation. BMP provides a solution to quality, cost, and reliability problems by getting contractors to share how they solve problems. The BMP credo of sharing knowledge, insight, and experience has created a unique data gathering, validation, dissemination, and application initiative. A key BMP Program objective is based on companies voluntarily sharing information and is executed through an on-site survey process. BMP provides a professional validation of best practices as surveyed by teams of experts. Surveys are purely voluntary and are done at the request of participating companies/agencies. The survey teams identify best practices in the areas of design, test, production, facilities, logistics, and management. They also review industry-wide problems, investigate alternatives, and document results. The information gathered is disseminated through publications, workshops, and an easily accessible computer database. BMPCOE makes the validated best practices easily and readily accessible, and these best practices are a key element of BMP's Program Manager's WorkStation (PMWS). PMWS is a suite of tools available on BMP's network and Web Site at www.bmpcoe.org. In addition to collecting and disseminating results of the survey process, this task will provide for advanced research, test, and, when successful, the fielding of new "expert systems" modules and Artificial Intelligence (AI) algorithms for the Program Manager's WorkStation (PMWS). Sponsored by BMPCOE, the PMWS is in use, and is made available to program managers throughout all Military Services, other Government Agencies, the U.S. Industrial Base, and academia. The BMP network and PMWS suite are constantly upgrading to improve access and collaborative management within program offices and among users supported by the BMPCOE. The leverage to the Department of Defense (DoD) in general, and the Navy (ONR) in particular, provided by BMP and its PMWS has been without precedent, and the following research and development efforts will further improve the ability of program managers and their staffs, in government, industry, and academia to do more with less. As a result of the popularity and utility of BMP and its PMWS tool suite, collateral tools, and systems engineering processes, BMP has emerged as a leading support organization to various organizational entities, activities, and/or program offices in all of its areas of expertise (including the various tasks herein). Consequently, BMP performs a substantial amount of yearly Work for Others business. Work for Others business means that these various organizational entities, activities, and/or program offices provide funding to BMPCOE to perform specific tasks.
