Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Beckman Coulter, Inc. P.O. Box 169015, 11800 SW 147th Ave., Miami, FL 33116, as the only responsible source that can provide factory authorized service maintenance for shipboard ACT 5 Diff CP with printer and for ACL 9000 Systems, 5ML Tray. Service and maintenance contract for QTY 2 AC*T 5 Diff CP - SN: 0AG35220, SI: 462494, & SN: 0AG38259, SI: 462495. 2 PMS per year for the AC*T 5 Diff CP. Also QTY 2 ACL9000 5ml - SN: 02101043, SI: 450173, & SN: 02101044, SI: 450174. 1 PM per year for the ACL9000 5ml. Unlimited emergency service (labor, travel, or expenses during normal hours) unlimited parts, preventative medicine, factory authorized product updates and modifications. Factory trained service technicians only. Technical & applications support under Total 8X5 service (8:00 AM to 5:00 PM, Monday through Friday, excluding National Holidays). Based on the above information, the only technically acceptable maintenance is provided by Beckman Coulter. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $6.5 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Service will usually be performed in Baltimore, MD 21224. Notice to potential offerors: pre-contract inspections of these 4 instruments were completed 29 May 2007. Instruments have been approved for service agreement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Richard Taylor at richard.taylor@med.navy.mil. Statements are due by 1200 (12:00 PM) Eastern Time 09 JUL 07. No phone calls accepted.
