Description
The Product Manager for Mortar Systems, Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources capable of meeting the requirements for a proposed Consolidated Fire Control Systems contract (ConFire) for mortars. This will be the second long term contract planned to be awarded for fire control efforts (the first was awarded in 2004), and will consolidate several fire control programs and their technologies into a single contract in order to leverage information technology, integrate program synergies, optimize commonality, reduce technology overlap, and provide incremental growth capability to each program over time. This consolidated performance based approach will provide the Army with a flexible and effective mechanism to horizontally integrate, acquire, field, improve and maintain superior mortar fire control systems. The contract will likely encompass fixed price tasks as well as Time and Material type tasks and/or cost reimbursable tasks. The efforts that may be awarded under this contract include development, testing, production, system integration, modifications, staging, fielding, and Operator and Maintainer New Equipment Training. The programs which are likely to be included in this contract include the Mortar Fire Control System (M95/M96 Mounted and XM150/XM151 Dismounted variants), the M32 Lightweight Mortar Ballistic Computer, and a lightweight mortar fire control system for 81mm mortar application. Potential candidates should have experience in mortar fire control programs and mortar weapon systems in the areas described above, along with a demonstrated capability in systems engineering, Lean Six Sigma, and Integrated Logistic Support. Request that all interested contractors provide at no cost to the Government, a summary of their firm???s past experience, capabilities, size of business (small or large business), storage facilities, description of facilities and personnel to meet these requirements of expertise that may enable them to undertake efforts of similar complexity and magnitude within fifteen days of this publication by electronic mail to.mgomez@pica.army.mil. All information submitted will be held in a confidential status. Large files must be compressed using WinZip (http://www.winzip.com). The market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government.
