- Services of an Architect or Architect/Engineering firm to design the Renovation of Building 69, Floors G, 2, and 3 (approximately 4,625 gsf each floor), Project 621-07-111, James H. Quillen VA Medical Center, Mountain Home, TN. The work includes preliminary and final contract drawings, cost estimates, specifications, and construction period services. The AE will be required to work with the VA Mountain Home Interior Designer who will provide any required revised layouts to develop any wall change layouts to each floor prior to submitting the preliminary design drawings. Develop Bid Alternates as necessary to assure award of contract within available funds. Exterior work shall include foundation water-proofing, new drainage, re-establishing new finish grades with proper slopes and landscaping. Incidental Concrete work shall be replaced as required. Interior work includes some demolition, new metal stud / gypsum board walls, new doors and frames, electrical (including Primary Electrical Feed upgrades), and (Power Panel replacement for the first floor), including fire alarm and tele-communications, plumbing (incl. sprinkler) / total HVAC upgrades, (including replacement of Air Handler, Fan-Coils, etc; for the first floor), new suspended acoustical ceilings, lighting, and all required new finish work. Services includes but are not limited to site investigation, consultations, conceptual designs, plans and specifications, verification of as-built drawings, detailed drawings, and accurate cost estimates. Work to include correction of plumbing deficiencies, redesign of undersized HVAC system, upgraded finishes, including ceilings, upgraded electrical systems, and abatement of asbestos in the area. Work includes architectural, mechanical, electrical, plumbing, fire protection, structural, and industrial hygiene. Area of consideration is restricted to firms located within a 120 mile radius of VAMC Mountain Home, TN, and is unrestricted in accordance with the Small Business Competitiveness Demonstration Program. NAICS Code 541310, with a small business size standard of $4.5 million is applicable. A/E selection based on recent specialized experience, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, proposed management plan, cost control, estimating effectiveness, schedule control and location of A/E firm and consultants. This notice issued subject to availability of funds and is not a request for proposal. The estimated construction cost range is $1,500,000 to $2,500,000 with 20% of the total construction budget as viable deductive construction alternates. Interested firms should submit two copies each of current SF-330 to Attn: Sandra Magers, Contracting Officer (90C), VISN 9 Acquisition Center, Bldg. 5, Room 149, 3400 Lebanon Pike, Murfreesboro, TN 37129 not later than 4:00 pm CST on July 17, 2007 in accordance with numbered note 24.
