- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The Request for Quotation number is HSCG89-Q-07-612336 and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-26. This acquisition is unrestricted. The NAICS is 481219. The contract type will be a NOT-TO-EXCEED purchase order. The Government proposes to solicit quotes for the following Helicopter Transportation. SCOPE: Helicopter transportation of personnel, equipment and tools as outlined in the attached Statement of Work (SOW) for the Kodiak AOR to complete project work. This will include multiple trips on multiple days to complete. This project is schedule to begin on or around July 12, 2007. This will be a NOT-TO-EXCEED purchase order. AWARD: This purchase will be based on the following criteria: Lowest price the Helicopter transportation of personnel, equipment and tools as outline in the SOW. CLAUSES: The following FAR provisions apply to this acquisition: FAR 52.212-1 Instruction to Offers Commercial Items, FAR 52.212-3 Offeror Representatives and Certifications and Certifications Commercial Items, all offerors are to include with their offer a completed copy of FAR 52.213-3, FAR 52.212-4, Contract Terms and Conditions Commercial Items. FAR 52.212-5 Contract Terms and Conditions required to Implement Statutes or Executive Orders Commercial Items. The following clauses cited in FAR 52.212-5 are applicable to this acquisition; FAR 52.222-3, Convict Labor, FAR 52.222-21, Prohibition of Segregated Facilities, FAR 52.222-26, Equal Opportunity (E.O. 11246), FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212), FAR 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793), FAR 52.222-37, Employment Reports on Special Disable Veterans and Veterans of Vietnam Era (38 U.S.C. 4212), FAR 232.33, Payment by Electronic Funds Transfer-Central Contactor Registration. STATEMENT OF WORK: Helicopter Transportation between Kodiak, AK and various NDS sites in the Kodiak AOR 1.0 BACKGROUND AND PURPOSE 1.1 The Coast Guard MLCP(te-3) has a project to replace the existing analog microwave system with a digital microwave system. This requires that we have technicians at both the mountain top site and the link site. The only access to the mountain tip sites and link sites is via helicopter transportation. 2.0 REQUIRED COMPLETION DATE 2.1 On or before 30 September 2007. The actual completion date will depend on equipment availability, personnel and helicopter availability. We need a window to complete this installation between 10 July through 30 September. We need this large window as weather, personnel, equipment and helicopter availability play a major role in planning and scheduling purposes. 2.2 Transportation schedule will be arranged by installation team. Transportation can be accomplished during daylight hours seven days a week at the direction of the Helicopter Charter. 3.0 CONTRACTOR FURNISHED EQUIPMENT 3.1 The contractor shall provide helicopter transportation form Kodiak, AK to Cape Gull and return. At this time the installation team plans to spend one night on site at Cape Gull. This will require a return trip from Cape Gull to Kodiak on a separate day. 3.2 The contractor shall provide helicopter transportation from Kodiak, AK to Raspberry Island and return. At this time the installation team plans to spend one night on site at Raspberry Island. This will require a return trip from Raspberry Island to Kodiak on a separate day. The second phase of the project will require transportation of personnel, equipment and tools to Raspberry Island in late August. This will require an additional two round trips between Kodiak and Raspberry Island. The second phase of the installation will be coordinated with the installation at Sheratin Mtn as this will require coordinated efforts of teams on Sheratin Mountain, Raspberry Island and Pillar Mountain. 3.3 The contractor shall provide helicopter transportation form Kodiak, AK to Sitkinak Island and return. At this time the installation team plans to spend one night on site at Sitkinak Island. This will require a return trip from Sitkinak Island to Kodiak on a separate day. We are investigating the possibility of fixed wing transportation to Akiok and Sitkinak Island at this time. 3.4 The contractor shall provide helicopter transportation from Kodiak, AK to Akiok and return. At this time the installation team plans to spend one night on site at Akiok. This will require a return trip from Akiok to Kodiak on a separate day. 3.5 The contractor shall provide helicopter transportation from Kodia, AK to Sheratin Mtn and return. Many trips will be required as batteries, antennas, personnel, tools and microwave repeaters will be transported to and from the site. Estimated flight time between Kodiak and Sheratin Mtn is 30 min round trip. This installation will happen in stages over a couple months. Number of trips is only an estimate and will more than likely change. 3.6 This installation crew will consist of two technicians and approximately 200-300 pounds of equipment, tools and survival gear. These weights are only estimates and may increase or decrease once we have all the equipment and tools in Kodiak, AK.
