Description
SYNOPSIS for Liquid Waste Request for Proposals (RFP) The U. S. Department of Energy, Savannah River Operations Office (DOE-SR) anticipates issuing a solicitation for the Liquid Waste System under full and open competition for a cost-plus-award-fee contract. The proposed contract is for a base period of six (6) years with a two-year option. The Liquid Waste System is the integrated series of facilities at Savannah River Site (SRS) for the safe receipt, storage and disposition of liquid radioactive waste into a final glass or grout form. This system includes facilities for storage, concentration, pre-treatment, vitrification, and disposal. SRS, a 300-square mile DOE Complex located in the State of South Carolina, produced nuclear material for national defense, research, medical and space programs. The separation of fissionable nuclear material from irradiated targets and fuels resulted in the generation of large quantities of liquid radioactive waste. Approximately 36.5 million gallons (Mgal) of radioactive waste are currently stored at SRS in 49 large underground storage tanks. The EM mission for the SRS Liquid Waste System includes the treatment of all liquid radioactive waste, the operational closure of the 49 underground storage tanks, and the deactivation of the major facilities and equipment that compose the Liquid Waste System. The scope of work to be accomplished under this contract will include, but not be limited to: ??? Operationally close noncompliant liquid radioactive waste storage tanks and associated facilities in support of the approved Federal Facilities Agreement schedule ??? Operate and maintain the F- and H-Area Tank Farms ??? Operate and maintain the Defense Waste Processing Facility (DWPF), including operations in support of the DOE plutonium vitrification nonproliferation initiative ??? Operate and maintain the Saltstone Processing Facility and the Saltstone Disposal Facility ??? Operate and maintain the Actinide Removal Process (ARP) and the Modular Caustic Side Solvent Extraction Unit (MCU) pending the start of Salt Waste Processing Facility operations It is anticipated that the solicitation will be issued on or about July 23, 2007. All potential Offerors who wish to participate in this solicitation must complete the Intention to Propose Form as instructed in Section L.30 INTENT TO PROPOSE. By completing this Form, potential Offerors will be placed on the solicitation source list. This Synopsis indicates the anticipated issuance of a Request for Proposals. This Synopsis does not constitute a request for a formal proposal.
