Description
The USDA Forest Service has a requirement for native seed harvesting and planting on the Apalachicola National Forest, Leon and Wakulla Counties, FL. This is a Solicitation for Commercial Items and is posted at the same time as this notice. The requirement is to furnish all labor, equipment, supplies (except Gov't-furnished equipment and supplies), materials, transportation and supervision and perform all work required to harvest approx. 1,930 lbs. of native groundcover seed mix (wiregrass) and plant the harvested seed over 128 acres in accordance with specifications and provisions of contract. The Government will furnish no materials, supplies or equipment unless specifically identified in the Government-furnished property clause. All work is to be performed within the boundaries of the Apalachicola National Forest, Wakulla Ranger District, Leon and Wakulla Counties, FL. Work on this project is expected to begin November 7, 2007. Contract time for completion of seed harvest is 45 calendar days. Seed harvest shall take place from Nov. 7 thru December 23, 2007. Time for completion of seed planting is 22 calendar days. Seed planting shall take place between Nov. 8, 2007 and March 31, 2007. This solicitation is 100% set-aside for small business concerns. Contract award will be based on BEST VALUE to the Government price and other factors considered. Evaluation factors are past performance, experience, technical capability and price in descending order of importance. In accordance with FAR 15.304, the relative importance of past performance, experience and technical capability, when combined, are significantly more important than price. The Governments estimated price range is $25,000 to $100,000.
