Description

The U.S. Office of Personnel Management (OPM) will proceed with its plans to replace the agency's accounting systems and procurement system with a single integrated solution by issuing a synopsis of OPM's planned contract action and Request for Information (RFI) in July 2007 and by conducting a public/private competition in the September-November 2007 timeframe. OPM anticipates completing vendor evaluations and selection by summer of 2008 and initial implementation by October 2009. Pursuant to the May 22, 2006 Memorandum from the Office of Management and Budget (OMB) entitled, 'Competition Framework for Financial Management Lines of Business Migration' and applicable provisions of the Federal Acquisition Regulation (FAR), OPM intends to award the resultant contract/Interagency Agreement based on a competition amongst otherwise eligible public and/or private entities offering products and services on the GSA Schedule 70. The competition will result in the selection of a private vendor or public sector Shared Service Provider (SSP) with demonstrated experience to leverage Financial Systems Integration Office (FSIO) certified commercial off-the-shelf (COTS) technology, expertise, and other resources to achieve the best value for OPM and the taxpayer.
