- The U. S. Geological Survey, Northern Rocky Mountain Science Center, Interagency Grizzly Bear Study Team is conducting research on genetic evidence of connectivity between grizzly bear population inhabiting the Greater Yellowstone Ecosystem (GYE) and the Northern Continental Divide Ecosystem (NCDE) population. Results will be used to fulfill genetic monitoring requirements for the distinct population segment (DPS) of grizzly bears occupying the GYE as specified in the Final Rule (FR) removing the Yellowstone DPS of grizzly bears from the Federal List of Endangered and Threatened Wildlife. The primary task for genetic monitoring specified in FR is to document natural connectivity, or lack thereof, between the GYE-DPS and the NCDE grizzly population using genetic samples from all captured or dead bears. Gene flow between these two populations will be detected by using an "assignment test" which identifies the ecosystem from which individuals are most likely to have originated based on their unique genetic signature. This technique also has the ability to identify bears that may be the product of reproduction between GYE and NCDE bears. The assignment tests require that the same 16 microsatellite markers used to genotype NCDE bears also be used in the GYE-DPS. Analyses of grizzly bear hair, tissue and/or blood samples from the GYE using the following 16 microsatellite markers: G1D, G10B, G10P, G10J, G10M, G1A, G10H, MU59, MU50, G10C, MU23, G10L, CXX20, CX110, G10U, and G10X. Contractor shall conduct assignment test to determine if genetic evidence indicates any GYE sampled individuals (or their parents) originated in the NCDE population. The assignment test requires comparisons between GYE and results completed by Wildlife Genetics International for the NCDE population. It is critical that the results of these analyses have an error rate of less than one percent. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the services specified as a sole source from Wildlife Genetics International, 610 Railway Street, Nelson, BC V1L 5P9 Canada, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement.
