Description
The U.S. Army Corps of Engineers, Wilmington District has a requirement for employee assistance services for its Employee Assistance Program (EAP). The EAP is designed to provide assistance to employees and immediate family members who are experienci ng any kind of personal problem. Besides being confidential, participation in the program is voluntary. There are approximately 420 Wilmington District employees and the participation level for the EAP program during the last five years has been an estimat ed total of 40 employees and/or immediate family members. The Contractor will provide employee assistance services and facilities designed to deal with a broad range of human relations problems, such as alcohol and drug problems, emotional problems, behavi oral disorders, family and marital discord, financial, legal and other personal problems which affect job performance. Employees are located in various locations in North Carolina including Wilmington, Washington, Asheville, Raleigh, Wilkesboro, Sanford, W ake Forest, Wanchese, and Morehead City. Wilmington employees are also located in Bassett and Boydton, VA; Charleston, SC, and Savannah, GA. The period of performance for the base period is anticipated to be from 1 October 2007 through 30 September 2008 wi th provisions for four 1-year option periods. This action will be procured in accordance with FAR Part 12, Acquisition of Commercial Items and awarded under FAR Part 13, Simplified Acquisition Procedures as a firm fixed priced purchase order. Request for Q uote (RFQ) W912HN-07-T-0060 is scheduled for release on or about 10 July 2007 with an anticipated due date of on or about 8 August 2007 at 2:00 p.m. Eastern Daylight Time. Quotes shall be mailed or hand-carried to 69 Darlington Avenue, Wilmington, NC 28403 , ATTN: Jenifer Bordelon. The solicitation document (including any amendments) will only be available via the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. Hard copies will not be available. Offerors are responsible for printing paper copies of the solicitation. No telephone, fax, or mailed requests for the RFQ will be honored. Interested parties must register as a Vendor with FedTeDs before accessing the system. In order to register as a Vendor in FedTeDs, offerors m ust be registered in the Central Contractor Registration (CCR) system http://www.ccr.gov). Interested offerors can access the data for this solicitation through the hyperlink established in the Federal Business Opportunities (FedBizOpps) system (http://www .fedbizopps.gov) announcement, which will redirect to the solicitation-specific data in FedTeDs. Registration for updates to specifications should be made on the FedBizOpps webpage for this solicitation. The FedTeDs system does not allow for offerors to pe rform a search for solicitation data. All searches can be performed through the FedBizOpps system. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to ma ke changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. All contractors must be registered in the DODs Central Contract Register (CCR) before award as required by DFARS 204.7300. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by accessing the following Internet web site: http://vets.dol.gov/vets100. This requirement is a 100 percent set-aside for small business. The NAICS code is 6241 90 with a small business size standard of $6,500,000.
