- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912l7-07-T-0015 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquis ition Circular 2006-14. The Tennessee Army National Guard has the following requirements. The North American Industry Classification System (NAICS) Code is 561621. All responsible sources may submit an offer, which shall be considered by this Agency. The f ollowing clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications. Vendor should complete Representations and Certifications application at https://orca.bpn. gov/, and FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders. Also the Defense Federal Acquisition Regulation Supplement (DFARS) 252-225-7036 applies. Quotes are due in this office no later than July 17, 2007, cl ose of business four thirty (4:30) p.m. local central standard time. They shall be either emailed to barry.baxter@us.army.mil or sent by facsimile to 615-313-2659. Offers will be evaluated using the Simplified Acquisition Procedures outlined in FAR Part 13 . The award will be evaluated on price, past performance, and ability to meet the specifications/special features as outlined in this solicitation. The award will be issued to the vendor that constitutes the best value to the Government. The Offeror shall submit a reference list identifying project specifics, monetary value, and points of contact of at least three similar projects conducted within the last three years. Listed below are the requirements for this request for quote. CLIN 0001, Access Con trol System at National Guard Armory in Smyrna, TN. CLIN 0002, Access Control System at National Guard Armory in Chattanooga, TN. Scope of Work for Smyrna, TN: 1. Location: Building 510, Volunteer Training Site, Smyrna TN Army National Guard. 2. Scope of Work: Install an automated access control system and security surveillance equipment along with the software and computer system to support. System must provide the capability to monitor doors with proximity readers using door contacts. The s ystem must also provide the capability to buzz someone in using a telephone or equivalent technology. Must include a master system allowing an individual inside the building to view and allow entrance to the visitor on the main entrance. Security surveil lance system must provide the capability for viewing on a computer system within building 510 and must also provide the capability of recording to a 4 channel DVR. A total of 16 doors require proximity readers and 3 vandal resistance dome cameras are requi red. The main control panel will be located on the first floor of the building in a utility room, other panels will be located in closets along the second floor. The system must have the capability of future expansion and include battery backup for a minim um of 8 hours. All conduits and other labor associated with ensuring the system is operational are the responsibility of the vendor. Vendor is required to train designated staff members on the operation of the systems software. Vendor will install the soft ware on a PC/server supplied by the vendor along with a LCD monitor and printer, and train the staff on its operation and function. PC must have the capability to support software and systems installed. Vendor will supply 100 proximity cards as part of the contract. A one year warranty is required beginning the date the of work completion. Package equipment will include the following brand names or equal. a. (2) 19in Flat Screen Color Monitor q. (1) Color laser printer r. (1) Pelco DX4000, 4 Channel with CD-R, 120 FPS, (1) 500 Gig Image Storage Hard Drive. Internet connection available. s. (3) Pelco Vandal Resistant dome camera with wide dynamic range and 3-9 mm lens v. 4 camera power supply Scope of Work for Chattanooga, TN: 1. Location: 230th Sustainment Brigade Headquarters, 1801 Holtzclaw Ave, Chattanooga, TN. 37404. 2. Scope of Work: Install an automated access control system for door/gate and security surveillance equipment along w ith the software and computer system to support. System must provide the capability to monitor doors and exterior gates with proximity readers. The system shall also provide one entrance for visitors to be viewed and allowed entrance using a phone and came ra system from the outside of the building to ring phone lines inside the building. Security surveillance system must provide the capability for viewing on a computer system within the ID card office of the building and must also provide the capability of recording to a 4 channel DVR with 160 gig storage. A total of 7 proximity readers and 2 vandal resistance high resolution day/night with auto-iris, vari-focal lens dome cameras are required. A small fence and gate must be installed by the vendor establishi ng a controlled area. The main control panel will be located on the first floor of the building in a utility room. The system must have the capability of future expansion and battery back up for 8 hours. All conduits and other labor associated with ensurin g the system is operational are the responsibility of the vendor. Vendor is required to train designated staff members on the operation of the systems software. Vendor will install the software on a PC with minimum 1 gig ram and 100 gig harddrive with XP s oftware along with a 19in LCD monitor and printer, and train the staff on its operation and function. The access control system shall maintain automated access control activity records. Maglock/strike with minimum 1200 lbs capacity locks required on all do ors w/ proximity readers with push to exit devices and 8 hours standby power. Vendor will install the access control system with module for computer interface or equivalent. Software will provide personnel controls/events log management data. Vendor will s upply 200 proximity cards as part of the contract. All labor and installation associated with this project are the vendors responsibility and must be included in the proposal. All quotes shall be evaluated using the following evaluation criteria : Special Features - meets the requirements as stated in the above referenced paragraph noting specific quantities and system capabilities. Price - shall be compared to other vendors in order to determine best overall value to the Government. Past Perfo rmance - shall have successfully performed work on at least three similar projects of similar magnitude within the last three years. Award shall be made to the vendor who represents the best overall value to the Government. A single award for all locations wil l be made for all locations. Site visit schedule will be as follows: 9 July 2007, 9:00 AM, Smyrna Armory 10 July 2007, 9:00 AM, Chattanooga Armory ALL TIMES ARE LOCAL TO THE PARTICULAR CITY All equipment packages shall be brand name or equal. Offerors submitting or equal products shall support their equality with descriptive literature. The evaluation team nor the Contracting Officer shall not be responsible for conducting market research to determine the suitability of or equal products.
