Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. Provide labor and materials to replace existing HVAC system. Install a new 5.0 ton, 6.5 ton and 7.5 ton commercial grade heat pump package unit with appropriate backup heat and curbs that will replace the existing HVAC system. To include: necessary disconnection and removal of existing equipment, and refrigeration disposal as per EPA guidelines; make necessary duct adaptations to facilitate efficient operation with existing air distribution system; disconnect and cap gas piping on roof; provide necessary condensate piping, controls with control wiring and power wiring to each unit; and provide standard commercial warranty on parts, labor, and compressor. Specify the brand name/model number quoted, length/terms of warranty and include descriptive literature with quote evidencing that the unit meets technical requirements above. Required Delivery Schedule - FOB Destination within 15 days after receipt of order. The provisions at FAR 52.212-1, Instructions to Offerors Commercial Items, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items (including 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-33, and 52.222-42) apply. In addition, FAR 52.222-41 Service Contract Act is applicable, and Wage determination 2005-2543, Rev 3, dtd 05/29/2007 is included in this notice. The government shall make award to the lowest price quotation meeting the technical requirements above, representing the best value when compared to any lower priced quotation. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with the quote unless the offeror has completed the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov and there are no changes.
