POSITION TITLE: Program Operations Specialist - Resources Team 5. MARKET VALUE: GS-12 ($66,767 - $86,801 includes locality pay). Final compensation will be negotiated within the listed market value based upon the candidate's past salary, work history and educational background. STATEMENT OF WORK POSITION DESCRIPTION BACKGROUND The Office of U.S. Foreign Disaster Assistance (OFDA) is the office within USAID that is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA) and is organized into three divisions under the management of the Office of the Director. The Program Support (PS) Division provides programmatic and administrative support including budget/financial services, procurement planning, contracts and grants administration, and communication support for OFDA's Washington and field offices. The Disaster Response and Mitigation (DRM) Division is responsible for coordinating with other organizations for the provision of relief supplies and humanitarian assistance. DRM also devises, coordinates, and implements program strategies for a variety of natural and human caused disaster situations. DRM hires sector specialists to provide technical expertise in assessing the quality of disaster response. The Operations (OPS) Division develops and manages logistical, operational, and technical support for disaster responses and administrative support to all offices and operations. OPS maintains readiness to respond to emergencies through several mechanisms, including managing Search and Rescue (SAR) Teams, Disaster Assistance Response Teams (DARTs), and Washington-based Response Management Teams (RMTs). INTRODUCTION The Resources Team is part of the Program Support Division of the Office of U.S. Foreign Disaster Assistance. The core functions of the Resources Team are management of contracts for program-funded personnel, procurement, procurement planning, budgeting, and policy guidance. The Program Operations Specialist (POS) works closely with the Resources Team Leader to carry out these functions. The Program Operations Specialist requires experience working in the government, an international organization, or a business setting with responsibilities related to procurement, human resources, and budget/finance. OBJECTIVE The Resources Team requires a Program Operations Specialist to strengthen its capacity to provide prompt, effective services in the areas of personal services contract (PSC) staffing and management, procurement and administration in support of OFDA. 9. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The Program Operations Specialist (POS) will be responsible for providing support for various operational aspects of the Program Support Division within the Office of U.S. Foreign Disaster Assistance. The POS will provide services in support of various functions related to procurement, management of contracts for program-funded personnel, program planning, budget/finance, office administration, and security. The POS will have primary responsibilities for some tasks and secondary responsibilities for others. * Personal Services Contracts (PSCs) and Staffing - In conjunction with Resources Team Leader, serve as PSC/Staffing point of contact for OFDA and the institutional contractor that provides recruiting and contract management services. Ensure that all appropriate approvals for staffing actions are requested and received in a timely manner. Develop and maintain systems to track the flow of work related to recruitment and contract actions. Draft recurring reports based on collected data or formalized database. Process contract actions in agency procurement system and financial systems. * Develop and maintain system to track and manage flow of OFDA's procurement actions to ensure sufficient procurement planning throughout the year. Analyzes where deficiencies are and works with technical offices and institutional contractors to ensure actions are adequately processed. * Facilitate communications between OFDA divisions and the Office of Acquisition and Assistance (OAA) for procurement actions. * Provide advice and guidance to assist OFDA regional and technical teams in development of contractible statements of work, procurement processes and procedures. * Assists with oversight of Division's contracts by reviewing budgets before recommending approval and properly advising technical offices to ensure that their requirements are within the statement of work. May serve as Cognizant Technical Officer (CTO) for contract and/or task order. * Serve as back-up point of contact for security clearances. Ensure that security clearances and requests for security clearances meet the Agency standards and appropriate regulations. Advise office personnel regarding status of clearance and the necessary documentation required. Maintain documentation regarding status of security clearances, requests for clearances, and expirations of current clearances. * Recognize and resolve problems which impede the delivery of humanitarian assistance. Keep the Resources Team Leader informed at all times of the status of responses, and any potential problems which might arise that would require higher level intervention. * Draft a wide variety of assistance documentation, correspondence, and reports involving both technical and specialized terminology. Perform independent research and assemble background information as needed. * Assists in maintaining staffing tables for OFDA OE and program-funded staff * Provides budget and financial support for preparation of Resources Team budget by maintaining processes, preparing documentation to transfer funds and provides advice and guidance regarding appropriate use of funding mechanisms and commitment/obligation of funds. * On occasion, serve as OFDA Duty Officer. * Serve twice a year as a member of the Washington Response Management Team (RMT), which provides services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on the RMT will be varied. * May be deployed to serve on DART. The duties on the DART will be varied. SUPERVISORY RELATIONSHIP: The Program Operations Specialist works under the supervision of and reports directly to the Resources Team Leader or her/his designee. SUPERVISORY CONTROLS: The supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be done. 10. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. During deployment on Disaster Assistance Response Teams (DARTs) (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 11. WORK ENVIRONMENT Work is primarily performed in an office setting. During deployment on Disaster Assistance Response Teams (DARTs) (if required), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions. 12. EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. Applicants who do not meet all of education and experience factors are considered NOT qualified for the position.) Bachelor's degree with significant study including, but not limited to public or business administration, management or international relations, and at least five (5) years of relevant experience providing administrative support, personnel management, financial management, procurement or similar duties for a U.S. Government agency, an international organization and/or a non-governmental organization. Two (2) years of the relevant experience must include work in administrative operations or work in support of international programs. OR Master's degree with significant study in or pertinent to including, but not limited to public or business administration, management or international relations, and at least four (4) years of relevant experience providing administrative support, personnel management, financial management or similar duties for a U.S. Government agency, an international organization and/or a non-governmental organization. Two (2) years of the relevant experience must include work in administrative operations or work in support of international programs. SELECTION FACTORS (Determines basic eligibility for the position. Applicants who do not meet all of the selection factors are considered NOT qualified for the position.) * Applicant is a U.S. Citizen; * Complete and hand-signed federal form OF-612 submitted; * Supplemental document specifically addressing the Quality Ranking Factors (QRFs) submitted; * Ability to obtain a SECRET level security clearance; * Satisfactory verification of academic credentials. QUALITY RANKING FACTORS (QRFs) (Used to determine the competitive ranking of qualified applicants in comparison to other applicants. The factors are listed in priority order from highest to least.) QRF #1 Demonstrated knowledge of laws, rules, regulations and procedures governing contracting operations in Federal procurement, and experience in the award, negotiation and administration of contracts. Demonstrated work experience with the Federal Acquisitions Regulations (FAR) and Simplified Acquisitions Procedures. Experience with personal service contracts (PSCs) preferred. QRF #2 Demonstrated ability to communicate effectively in writing through the preparation of clear, concise reports, memoranda, cables, and other official documents. Demonstrated ability to communicate verbally to diverse audiences at all levels. Ability to communicate technical and political issues sufficient to advise the Resources Team Leader. QRF #3 Describe your experience in developing technical Statements of Work for Federal or commercial procurements. QRF #4 Demonstrated working knowledge of procurement or management database systems similar to the Agency's systems (Phoenix and NMS) or similar financial, accounting, or management database systems. QRF #5 Demonstrated ability to perform a variety of tasks and functions concurrently, perform in high stress environments, and complete tasks with limited lead-time. BASIS OF RATING: Applicants who meet the Education/Experience requirements and Selection Factors will be further evaluated based on scoring of the Quality Ranking Factor (QRF) responses. Those applicants determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
