- THIS IS NOT A SET-ASIDE ACQUISITION. THIS RFQ IS OPEN TO BOTH LARGE AND SMALL BUSINESS CONCERNS. AWARD WILL BE PROCESSED PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. The U.S. Fish and Wildlife Service, Region 6, Lakewood, Colorado is requesting proposals from qualified and eligible firms capable of furnishing all labor, equipment and materials needed to replace approximately 19,500 feet of rusted and broken barbed wire boundary fence at the Smith Waterfowl Production Area which is located in Clay County, Nebraska. The new fencing will be used to prevent livestock from trespassing and allow the U.S. Fish and Wildlife Service to use livestock to reduce the invasion of non-native grassland and wetland plants. Fencing shall be made of four strands of wire; the top three strands shall be barbed and the bottom strand smooth. Fence posts shall be made of steel except for the wood corner and brace posts. The estimated magnitude of construction is less than $100,000.00. The total performance is 90 days from the Notice to Proceed. This acquisition is open to both large and small business concerns. The NAICS code 238990 and small business size standard is $13 Million. The solicitation package is anticipated to available electronically on/or about June 29, 2007 with an anticipated closing date of July 30, 2007. A bid bond/guarantee will be required. Offerors/Quoters not providing a bid guarantee will not be required. This will be a best value type of solicitation of which, the government reserves the right to award to other than the low priced offeror. Past Performance and Experience is considered is considered approximately equal to Price.
